Ealing Council has an exciting new opportunity for a Programme Manager, Health Determinants Research Collaboration (HDRC) Ealing, also known as 'Evidence and Learning for Health'. This is a full-time, fixed term role for 24 months, working at the heart of an ambitious programme to strengthen how research and evidence are used to reduce health inequalities. Ealing Council’s vision is to improve the lives of our residents by building healthy and connected communities. The council is one of four London boroughs, and 30 across the UK, awarded £5 million by the National Institute for Health and Care Research (NIHR) to create the HDRC in Ealing. The HDRC is strengthening the capacity, partnerships and infrastructure needed to support meaningful research and evaluation on the building blocks of health, with stronger community involvement and a focus on tackling health inequalities.

You will join a supportive and purpose-driven team working across local government, academic institutions, voluntary and community sector partners and national networks to embed research, evidence and learning into decision-making.
The HDRC Ealing Programme Manager will provide senior programme management leadership for HDRC Ealing, working closely with the Programme Director and wider HDRC governance arrangements. You will play a central role in translating the vision for HDRC Ealing into a coherent, well-governed and deliverable programme of work. This includes coordinating programme plans, governance, finance, risk management, reporting, performance and partnership arrangements to support delivery of NIHR milestones and HDRC objectives.
This role offers a strong blend of strategic influence and hands‑on delivery. You will help ensure HDRC Ealing delivers impact locally, contributes to national learning, and builds a lasting legacy for how Ealing Council works with communities and partners to tackle health inequalities.
As the Programme Manager, Health Determinants Research Collaboration Ealing, you will:
- Lead the day‑to‑day coordination and delivery of the HDRC Ealing programme, ensuring plans, milestones, risks, budgets and reporting arrangements are well managed.
- Work with programme and council leadership, academic partners, voluntary and community sector partners and community researchers to support adaptive delivery and continuous learning.
- Lead coordination of NIHR reporting and ensure that agreed milestones and reporting obligations are delivered to a high standard.
- Develop clear reports and briefings for senior leaders, governance boards, partners and funders.
- Lead on programme budget management, resources, contracts and partnership agreements.
- Provide line management to the HDRC Communications Lead and HDRC Project Officer to support effective communication, dissemination and engagement activity.
- Help promote the work and impact of HDRC Ealing locally, regionally and nationally across local government, public health, academia, NIHR, the NHS, voluntary and community sectors and residents.
Our ideal Programme Manager will have:
- Significant experience of managing complex, multi‑stakeholder programmes in a large organisation, ideally within local government, health, social care, transformation, research or a related field.
- Excellent programme and project management skills, including planning, governance, risk management, reporting, benefits tracking and assurance.
- A commitment to improving residents’ lives, tackling health inequalities, and working collaboratively with communities and partners.
Essential qualifications and experience include a degree‑level qualification or equivalent experience, evidence of continuous professional development, and PRINCE II or another comparable project management qualification.
