Ealing Council have an exciting new opportunity as a Licensed Property ASB Officer. We are seeking two candidates to join Ealing Council’s Licensed Property ASB Team. The role of Licensed Property ASB Officer sits under both the Council’s Safer Communities and Property Regulation Services, so you will have dual responsibilities that can make a significantly positive difference by resolving cases of ASB and raising standards of housing management and conditions in the private sector.
With the primary focus being on investigating, managing and using a proactive problem‑solving approach to resolving ASB/crime complaints relating to licensed properties in the private housing sector, including HMOs, the successful candidate will also be identifying breaches of housing management regulations and of HMO/selective licence conditions under housing regulations.
The prospective candidates will have experience and a successful track record of delivering or co‑ordinating a range of interventions and enforcement tools to mitigate the risk of harm and abate criminality, disorder and nuisance associated with a property and its occupants. They will be able to identify safeguard and support needs in complex cases with vulnerable individuals as well as co‑ordinate, influence and hold to account a variety of stakeholders, maintaining strong professional relationships across a range of agencies and departments to bring about a successful resolution and prevent escalations or repeat occurrences of offending.
They will have a strong understanding of legislation relating to ASB, crime and housing, legal processes and best practice in investigation of complex cases and enforcement.
The Candidate
They will be passionate about and resilient in improving and deterring ASB/crime in our neighbourhoods and upholding standards/compliance of housing management and conditions in our communities. They will work closely with tenants and the community, including those who are vulnerable or in distress, providing firm, professional, and empathetic support and ensure that landlords, managing agents and stakeholders are compliant; otherwise, be ready to take enforcement action. Additionally, they will be accountable, determined and collaborative, conscientious and capable of managing a busy workload with competing deadlines.
Skills and Experience
- Triage and proactively investigate cases of ASB/crime, identify risks and vulnerabilities, apply appropriate tools and powers, using a problem‑solving approach.
- Provide advice and guidance on key issues including ASB, crime, nuisance, CCTV, regulations that govern landlords in the private sector and property conditions.
- Undertake inspections or site visits, engaging with victims, witnesses and perpetrators to promote community safety or gather evidence in accordance with best practices which would be used for enforcement purposes.
- Consider all legal remedies against perpetrators and apply legislation and policy fairly and robustly in a clear and transparent way, using civil and criminal enforcement measures namely under the ASB, Crime & Policing Act 2014 (Community Protection Notices, Civil Injunctions, Closure Orders) and Management of HMO Regulations 2006, Housing Act 2004 (Civil Penalty Notices).
- Exercise warranted powers, draft legal documents, legal applications and give evidence in court.
- Develop, build and maintain strong partnership working across a range of agencies including Police, Property Regulation Services, Envirocrime, Noise Nuisance, Social Care, WLMHT, landlords and attend multi‑agency meetings/work jointly with stakeholders and partners to tackle and mitigate escalations and safeguard those at serious risk of harm and enable access to better support for vulnerable occupants of licensed properties to reduce ASB and increase safety.
- Demonstrate excellent verbal and written communication skills with the ability to objectively and persuasively resolve conflict and negotiate successful outcomes.
- Deliver good customer service and key organisational and administrative skills for the purpose of accurate record‑keeping.
- Maintain and refresh knowledge of relevant legislation including but not limited to ASB, crime and housing as well as codes of practice and technical requirements relevant to the role.
In this role, you will be expected to work as part of a duty rota, which includes office working to ensure high-risk related cases and queries from members of the public are responded to and actioned promptly. To begin with, you will be expected to work in the office every day; upon successful completion of the probation period, the role will then transition into a hybrid role, with a requirement to be in the office three days per week (minimum).
