Ealing Council has an exciting new full-time, permanent position for a Commercial and Compliance Performance Manager. Our housing asset management team is dedicated to ensuring decent, healthy, and sustainable homes for our community's future. The role will provide leadership for the professional quantity surveying service and the commercial team within the Housing Asset Management department, ensuring value for money, cost control, compliant procurement, and building health and safety compliance. The programme of works ranges between £30m and £60m annually.
Responsibilities include:
- Leading and motivating the team to deliver quantity surveying and procurement services, including accurate measurements, valuation of works, and contract variations.
- Conducting checks, tests, and audits on housing building safety and compliance programs.
- Developing policies, procedures, and data management improvements.
- Overseeing health and safety checks and audits across the department, in collaboration with the Health and Safety manager.
- Ensuring adherence to contract conditions, procurement rules, and council policies.
Ideal candidate skills and experience:
- Extensive knowledge of construction contract law and regulations.
- Understanding of council policies, including procurement and procedural rules.
- Effective leadership skills with experience managing staff to deliver high-quality services.
- Proven track record in construction cost management, familiar with JCT and NEC contracts.
- Knowledge of project financial management principles, including estimating, forecasting, and reporting.
- Degree qualification or equivalent experience.
- Chartered Member of RICS or similar recognized body.
