Overview
The Asbestos Compliance Lead will lead Ealing Council’s Asbestos compliance, including Planned Preventative Maintenance (PPM) and the Asbestos Register, ensuring regulatory compliance and quality controls.
Responsibilities
- Ensure PPM achieves regulatory compliance within required timescales for Asbestos re‑inspection programme.
- Maintain an accurate Asbestos Register.
- Perform robust quality control on all certification and reports.
- Upload completed certification and reports to Ealing’s Compliance Management System in a timely manner.
- Manage budget allocation, financial control and forecasting.
- Raise orders and process contractor invoices on OHMS.
- Identify best practice and legislative changes to support safe, secure and affordable homes.
- Supervise internal support staff, allocate and check work.
- Act as key point of contact for external contractors, ensuring delivery to high standard and on time.
- Organise regular contractor meetings, draft agendas, take minutes and follow up actions.
- Deliver a planned and effective service that is accessible and suitable to tenants’ needs.
- Handle all aspects of H&S and regulatory compliance for the service area.
Required skills and experience
- Compliance with mandatory KPIs, client policies and procedures including Health and Safety and Environmental management.
- Interpret engineering drawings, method statements and risk analyses.
- Knowledge of current legislative and regulatory requirements for PPM delivery.
- Experience managing contracts within a maintenance environment.
- Report and paper drafting skills.
- Produce specifications, tenders and contract documentation using procedural procurement methods complying with British Standards, Codes of Practice, Building regulations, etc.
- Housing finance and budgetary control knowledge.
- Health & safety legislation knowledge for social housing.
- Knowledge of landlord‑tenant matters, leaseholder consultation requirements and contract dispute resolution.
- Teamworking skills delivering PPM programmes on time.
- Customer‑focused service delivery experience.
- Effective communication with customers and contractors.
- Build positive relationships with colleagues and stakeholders.
- Performance management understanding.
- ICT systems and housing management systems knowledge.
- Provide technical advice to residents.
- Possession of a vehicle and a clean driving licence.
Essential Qualifications and Professional Memberships
- GCSE level or equivalent in Maths and English (Grades A*-C).
- Significant experience managing compliance‑related planned preventative programmes, systems and equipment.
- Specific qualification or proven track record in compliance areas you will be responsible for.
- Membership of RICS, CIBSE, CIOB, CIH, IoE or equivalent relevant qualification.
