We are working with Portsmouth City Council to recruit an experienced Head of Procurement (Interim) to lead a high-performing procurement and insurance function. This is a key leadership role responsible for delivering strategic procurement across the organisation, ensuring compliance with legislation, and driving value for money across all council spend.
Key Responsibilities
- Lead and manage the Procurement and Insurance service
- Deliver complex, high-value procurement projects
- Ensure compliance with procurement legislation and Contract Procedure Rules
- Provide expert advice to senior stakeholders across the Council
- Oversee procurement systems, processes, and governance frameworks
- Manage budgets and ensure effective financial control
- Lead, develop and support the Procurement and Insurance team
- Act as the Council's Insurance Officer, ensuring appropriate cover and risk management
- Represent the Council at external forums and stakeholder meetings
About You
- Extensive experience in public sector procurement
- Strong knowledge of UK procurement legislation and best practice
- Proven experience leading teams and managing complex procurement activity
- Ability to influence and advise senior stakeholders
- Experience in contract management, governance, and compliance
