Location: Gosport Town Hall / Hybrid Working

Rate: GBP300 per day (PAYE) + holiday pay

Contract: Interim (April 2026 - October 2026)

Hours: 37 hours per week

We are working with Portsmouth City Council to recruit an experienced Head of Procurement (Interim) to lead a high-performing procurement and insurance function. This is a key leadership role responsible for delivering strategic procurement across the organisation, ensuring compliance with legislation, and driving value for money across all council spend.

Key Responsibilities

  • Lead and manage the Procurement and Insurance service
  • Deliver complex, high-value procurement projects
  • Ensure compliance with procurement legislation and Contract Procedure Rules
  • Provide expert advice to senior stakeholders across the Council
  • Oversee procurement systems, processes, and governance frameworks
  • Manage budgets and ensure effective financial control
  • Lead, develop and support the Procurement and Insurance team
  • Act as the Council's Insurance Officer, ensuring appropriate cover and risk management
  • Represent the Council at external forums and stakeholder meetings

About You

  • Extensive experience in public sector procurement
  • Strong knowledge of UK procurement legislation and best practice
  • Proven experience leading teams and managing complex procurement activity
  • Ability to influence and advise senior stakeholders
  • Experience in contract management, governance, and compliance
