About the role:

Notwithstanding the need to satisfy the compliance requirements of Powys County Council as the Building Control Authority, you will act autonomously in your technical decision making relating to your class 2A activities. The role will undertake restricted activities (assessment of full plans applications and inspection of building works for compliance with building regulations) relating to domestic single occupancy dwelling houses up to 7.5m in height and in doing so act as a principal advisor to Powys County Council on matters covered within the scope of your domestic licence. Under delegated powers, you will also undertake restricted functions relating to your licence on behalf of the Council such as the issuing of statutory decision notices and enforcement under the Building Act 1984 (as amended by the Building Safety Act 2022). Upon the request of the line managers, you will undertake restricted activities on building works that fall outside the scope of your licence.

In addition to your normal duties, you will proactively support the service in the training and development of Class 1 Trainees. You will undertake activities associated with the delivery of building control services in line with the services ISO9001 quality management system and adopted performance targets, including in accordance with Welsh governments operational standards rules for building control. On behalf of the council, you will be responsible under delegated powers for attending and co-ordinating the making safe of dangerous structures and demolitions (as required under the Building Act 1984) within a designated area of the county, including elsewhere in the county when service needs dictate.

Note on licensing - Limits of Competence: The post holder must only carry out unsupervised functions and/or activities that are within the limits of their licence and competence. Undertaking functions/activities on buildings etc that are beyond the limits of competence must be under the supervision of a suitably competent officer, unless the nature of the work being assessed/inspected is the same as the type of work they would usually carry out within the limits of validated competence.

About you:

The post holder will hold a current registered building inspector licence at Class 2A Domestic. You must hold (or be working towards) membership of a recognised building control professional institute or association at either chartered or chartered engineer status. The post holder must have a comprehensive understanding of the public and private sector regulatory framework that building control operates in, including an understanding of the financial regulations associated with delivering public sector building control functions. As a registered building inspector, you must have a comprehensive understanding of the legal, regulatory and professional obligations and discharge your duties fully in accordance with those obligations at all times. The post holder must demonstrate a high degree of competence in operating within strict building control performance measures and have knowledge of ISO9001 quality management systems relating to building control and the operational standards rules for building control in Wales.

What you will do:

Acting under licence, the post holder will be responsible for the assessment of full plans applications and inspection of building works for compliance with building regulations relating to low rise domestic Class 2A buildings up to a maximum of 7.5m in height. Under delegated powers, you will be responsible for the issuing of statutory decisions along with advising and instructing Powys CC’s legal department on the issuing of enforcement notices, including those relating to dangerous structures and demolitions. Where works are assigned to you that fall outside your class of licence, you will be required to undertake such work under supervision by someone that holds the necessary licence. The post holder will under licence be the principal adviser to the Council on all building control matters relating to restricted activities and functions, accepting full accountability for the advice given to the Council on all matters relating to those activities and functions.

As a registered building inspector, you will undertake your work strictly in accordance with your legal, regulatory and professional obligations including the code of conduct for registered building inspectors and those of your professional membership body. You will proactively support the development and training of the services Class 1 Trainees, allowing them to accompany you on site and facilitate the shadowing of all your restricted activities and functions, including plan checking, in addition to mentoring the trainee allocated to you.

There is no DBS Check requirement for this position.

Service: Planning and Regulatory Services

Salary: Grade 10 Point 27 to Point 29 £38,220 to £39,862 per annum £19.81 to £20.66 per hour
