Purpose of the role
Reporting to the Head of Water Capital Delivery, the DPC Delivery Lead / Project Director will play a critical part in enabling the delivery of large scale, long term commercial contracts through the Direct Procurement for Customers model. You will develop appropriate solutions to delivery challenges, from setting out contractual forms, underlying assumptions and evaluation methodologies during procurement through to agreed contractual terms and conditions and acceptance of the projects into operation.
Delivery of the Cwm Taf Water Supply Strategy will span AMP8 and into AMP9 and will be the largest and most significant project to be delivered in the water business. This is a complex engineering scheme that will be scrutinised by Ofwat as a flagship DPC project. You will lead the delivery by managing the overall programme of delivery through contract specification, design & delivery strategy, market engagement, procurement, design & build, commissioning, performance testing, optimisation and handover.
The public opposition to the proposed location for the single WTW continued to increase and the CAPEX estimate for the single site solution rose significantly since the PR19 submission. A review of options identified an alternative multi-site solution. The Cwm Taf Water Supply Strategy will be delivered through two projects: Project 1 – Build a replacement for Pontsticill WTW at Dan y Castell farm (next to Gurnos Farm) – 100 mld; Project 2 – Expand on land adjacent to Llwynon WTW and abandon Cantref WTW – 80 mld. The DWI regulatory delivery date is 31 March 2032.
What you’ll be responsible for
- Leading a multidisciplinary team of Dŵr Cymru Cyfyngedig (DCC) and external consultants to develop, manage and deliver the programme of works required for the Cwm Taf DPC project.
- Provide direction and management on design and delivery contracting options and support input to tender evaluation criteria. Assess tenders and make a recommendation to the Board for contract award from a design, build and finance position.
- Ensure delivery complies with best health and safety standards and clarifies roles between Client, Principal Contractor and Principal Designer.
- Identify, document and manage design, construction and commissioning risks to minimise impact on the client and ensure safe and cost-efficient construction and operation.
- Ensure governance at all stages is followed and reported to relevant bodies; contribute to reporting to the DPC Steering Group and DCC Board as required.
- Act as the client to the capital delivery process, ensuring design and construction due diligence on proposals.
- Develop robust budgets for each phase, finance them and achieve outcomes within approved sums; work with PMO on risk registers and change management.
- Ensure the team right-sizes and flexes with the required skills to meet programme needs.
- Collaborate with Operations, Assets, Procurement, Regulation and Capital Delivery to align stakeholders and escalate issues when needed.
- Maintain an accurate forecast of cost and programme throughout the project life cycle and respond to information requests from stakeholders.
- Support the Head of Water Capital Delivery and the wider DCC business on PR29 strategy and related submissions.
- Lead on health, safety and wellbeing as part of the Water Leadership Team.
- Undertake other duties as required to meet business needs.

About you
- Strong business and portfolio delivery skills; Programme Management expertise.
- MBA, Chartered status or equivalent leadership development.
- Strong commercial/financial track record in a multi-stakeholder and regulated environment.
- Experience of OJEU procurement for large-scale infrastructure projects, including economics, tender documentation, evaluation and award.
- Track record of delivering PFI/PPP projects, working at the interfaces between engineering, legal and finance on contracts for investment and construction.
- Strong knowledge of the Water Industry, wastewater treatment processes and network operations.
