What you'll be responsible for:
- Accountable for the management and implementation of the charge setting programme, including developing cost allocation and charging models, arranging and responding to assurance, managing the charges compliance manual and ensuring that charging publications are published in line with our regulatory deadlines.
- Acting as a company expert on charging matters across the business.
- Accurate charges modelling to ensure that charges are set to recover relevant costs and that the charges are calculated in compliance with the Water Industry Act, relevant licence conditions, Ofwat charging rules and guidance, and any other relevant UK or Welsh government guidance and competition law.
- Ensure that data used to inform the setting of charges is prepared, assured and submitted in a timely, professional and effective manner.
- Develop, and implement effective project management and governance functions to support the timely delivery of the charges schemes.
- Establish and manage internal processes to prepare and audit the information required for submissions to Ofwat in relation to the charges setting processes.
- Secure provision of internal assurance to ensure charges are calculated accurately and in compliance with charging rules and regulatory guidance.
- Provide support to the wider Strategy and Regulation team in exercising its functions as required, including the charges related elements of the Periodic Review business plan.
- Take the lead in convening internal stakeholder groups as required, including the Charges Policy, Steering Group meeting, providing papers for decision and information on charging methodologies/policies.
- Establish and maintain positive relationships with a wide range of internal stakeholders and work with them to drive effective processes and policies in support of charge setting.
- Compilation and delivery of bespoke reports on issues related to charges, including papers and information packs for stakeholders including Dŵr Cymru Executive meetings and the Board.
- Operate effectively within a project environment to ensure key internal and regulatory deadlines are achieved.
- Deputise for Head of Charges and Regulation as required.
Who you'll work with:
- Internal: Members of the Strategy and Regulation team, Finance, Legal, Operations, Developer Services, Retail, Wholesale Service Centre, Asset Planning and others.
- External: Ofwat, CCWater, CCG, WaterUK.
About you:
- Qualified in a relevant discipline i.e. accountancy, finance, economics, mathematics or related subject.
- Experience of charges or similar price-setting modelling, preferably within the water industry or another regulated utility sector.
- Advanced Excel skills and data skills.
- Strong attention to detail.
- The ability to take initiative and work independently as well as to collaborate within a team.
- Strong written and oral communication skills.
Good to know:
Hybrid working will be acceptable and consistent with others in the team (normally 1-2 days per week in office).
