Overview

The Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law, introduces a legal requirement for certain public premises and events to implement proportionate measures to protect the public from terrorist attacks. Alongside all Higher Education institutions, the University of Sheffield must comply with the legislation and demonstrate compliance to the Security Industry Authority (SIA) as regulator. This will require a significant and fast-paced programme of change across the University.

Reporting to the Implementation Manager within the CS&S team, the TPoP Project Coordinator will lead and coordinate implementation activity, providing project management support and operational oversight to ensure compliance with the Act. The role requires experience within security, emergency services, emergency planning, business continuity or a related sector, together with an understanding of applying legislation within operational environments. The successful candidate will provide advice, guidance and awareness across the University community and external stakeholders, helping to develop a strong and embedded security culture. They will possess strong communication and analytical skills, with knowledge of physical security systems including CCTV, access control and PA/VA systems. The role demands an organised and delivery-focused individual who can manage complex projects to challenging timescales.

Main duties and responsibilities include:

• Review relevant legislation, statutory guidance, codes of practice and sector guidance from trusted sources including Gov.uk, the Home Office, the Security Industry Authority (SIA) and AUCSO, ensuring the University remains informed, compliant and aligned with emerging best practice relating to the Terrorism (Protection of Premises) Act 2025 and associated protective security requirements.
• Support the design, development, implementation and review of Public Protection procedures, plans and protective security measures as defined under the Act, ensuring proportionate, practical and effective arrangements are embedded across the University.
• Coordinate and support a range of operational and strategic working groups, ensuring actions, risks, dependencies and progress against the strategic implementation plan are effectively managed and reported to the TPoP Strategic Board.
• Develop and deliver awareness raising initiatives, guidance, presentations and engagement activities across the University and with relevant external stakeholders, promoting understanding of the Act and supporting the development of a positive security culture.
• Manage and respond to enquiries relating to the Terrorism (Protection of Premises) Act and associated protective security activity, ensuring advice, guidance and responses are accurate, timely and consistent.
• Coordinate relevant project boards, strategic meetings and working groups, ensuring agendas, minutes, action logs, progress updates and governance documentation are maintained to an appropriate standard.
• Monitor and maintain project action plans, implementation trackers, audit records, compliance evidence and all relevant internal project documentation to support effective programme governance and assurance.
• Working alongside the Implementation Manager, support organisational compliance with Security Industry Authority (SIA) requirements, regulatory expectations and associated reporting obligations as these are developed and introduced.
• Build and maintain effective working relationships with internal departments, external agencies and sector partners to support collaborative delivery of the University’s protective security objectives.
• Carry out other duties, commensurate with the grade and remit of the post.

Criteria

• Educated to A Level standard or equivalent, or hold a relevant project management qualification. (Desirable)
• Experience of working within a project management or implementation role, delivering programmes to agreed timescales. (Essential)
• Knowledge and practical understanding of project management principles and processes. (Essential)
• Experience within security, emergency services, emergency planning, events management or business continuity environments. (Essential)
• Working knowledge of relevant legislation, codes of practice and statutory regulations, including the Terrorism (Protection of Premises) Act 2025 and associated legislation. (Essential)
• Strong verbal, written and presentation skills, with the ability to communicate effectively at all levels of the organisation. (Essential)
• Proven ability to work collaboratively across multiple teams and disciplines, coordinating activity and resolving issues effectively. (Essential)
• Experience of influencing, negotiating and leading activity across complex organisational structures and with external stakeholders. (Essential)
• Strong organisational skills with excellent attention to detail and the ability to manage competing priorities and workloads. (Essential)
• Experience of undertaking risk assessments and implementing proportionate mitigation measures to address security threats and vulnerabilities. (Essential)

Further Information

Grade 7 Salary £38,784 - £47,389 per annum. Potential to progress to £51,753 per annum through sustained exceptional contribution.
