This is a rare opportunity for a procurement professional to utilise and further develop strategic and operational knowledge and stakeholder engagement skills within a complex and high profile organisation. The primary focus of this role will be to engage your stakeholders and strategically manage your supply base in order to achieve best value in the University’s non-payroll expenditure.
The University Procurement service operates a Category Management approach and we therefore need candidates with the skills and experience to manage the full life cycle of procurement. This focus will provide an excellent opportunity for you to take a lead role in change management initiatives. You will support the University in sourcing and negotiating the best deals on goods, services and capital expenditure in your assigned Category area.
You must have skills and knowledge across all three aspects of the commercial lifecycle: pre-procurement, sourcing and contract management. Responsibilities in pre-procurement will include analysis of suppliers in the market and consideration of the best category strategy to deliver enhanced value for money. The sourcing process involves working with key stakeholders on developing tenders and supporting them through evaluation, award then contracting with a supplier.
Main duties and responsibilities include:
- Analyse expenditure profiles, looking for opportunities to reduce duplication and streamline processes for the University in goods, services and capital procurement.
- Prepare annual plans for approval by the Head of Procurement, focusing on improving commodity influence, sustainability and value for money.
- Manage the delegated commodity/category plans and support related projects as required.
- Conduct risk assessments, financial appraisals, life cycle costing, social, economic and environmental profiling.
- Initiate, negotiate, award and manage contracts and framework agreements.
- Provide advice and support on the optimal procurement process and procedure.
- Manage major suppliers’ performance against contracts or other arrangements.
- Maintain communications with internal customers and expert suppliers.
- Work with faculties and departments to identify procurement trends and opportunities for savings.
Compliance responsibilities include:
- Ensure that the University’s Financial Regulations are adhered to.
- Ensure legal compliance of tendering and contract award activities.
- Ensure that conflicts of interest are identified, documented and managed throughout the procurement process.
- Ensure that all contracts are monitored and managed to ensure that modifications to contracts are managed by change control notices.
Communication responsibilities include:
- Build collaborative and proactive relationships with strategic suppliers.
- Establish relationships and work closely with your customers.
- Provide advice and support to your customers on purchasing practice, tendering procedures, grant applications, legal aspects and best practice.
- Actively contribute to Procurement related projects within multi-disciplinary teams.

Person Specification:
- Professional Diploma (MCIPS) or studying towards it.
- Experience in a commercial procurement environment.
- Effective communication skills, both written and verbal.
- Proven ability to analyse and solve problems.
- Ability to plan, resource and progress work activities.
- Experience of developing and maintaining a network of contacts.
- Good knowledge of support software packages.
- Understanding of public sector procurement.
Further Information:
- Grade 7 £38,784 - £47,389 per annum.
- Full-time - The appointee is expected to be on site for a minimum of 2 days a week as part of hybrid working.
