Job Introduction

Lead the future of Adult Social Care in Dudley and make prevention everyone's business. This is an exceptional opportunity to take on a high-profile leadership role at the forefront of Adult Social Care transformation. You will shape the strategic direction of services that enable people to live independent, fulfilling lives while reducing reliance on long-term care and support.

We are looking for an inspirational and values-driven leader who is passionate about improving outcomes through prevention, early intervention and community-led solutions. This is a pivotal role in delivering Dudley's vision for a modern, sustainable Adult Social Care system that empowers residents, strengthens communities and puts people at the centre of everything we do.

Reporting to the Associate Director and operating as a key member of the senior leadership team, you will lead the development and delivery of innovative models of support that shift the focus from responding to crisis to enabling people to thrive. You will champion strengths-based practice, drive cultural change and ensure services consistently build on individual assets, community resources and personal aspirations.

Working across organisational and system boundaries, you will influence how Adult Social Care, health partners, the voluntary and community sector and wider stakeholders work together to create seamless, responsive support that promotes wellbeing, independence and resilience.

In this role, you will:

  • Provide strategic leadership for prevention, wellbeing and community connection across Adult Social Care
  • Drive transformation programmes that support earlier intervention and reduce demand for long-term care services
  • Lead the development of innovative, person-centred approaches that maximise independence and improve outcomes
  • Embed strengths-based practice and personalised conversations at every stage of the customer journey
  • Oversee a high-performing front door service, ensuring people receive timely, effective support and advice first time
  • Champion recovery and independence through effective "Home First" and reablement pathways
  • Expand the use of digital innovation, assistive technology and technology-enabled care solutions
  • Develop and strengthen strategic partnerships across health, housing, voluntary, community and faith sectors
  • Use intelligence, insight and evidence to shape services, measure impact and continuously improve outcomes
  • Foster a culture of innovation, collaboration and continuous improvement across teams and services

About You

You will be an experienced and credible leader with a proven track record of delivering transformation and improvement within complex public service environments. You will combine strategic thinking with the ability to translate vision into practical delivery, bringing others with you through change.

You will be skilled at building influential relationships, working collaboratively across organisations and creating environments where people and communities can flourish. Most importantly, you will share our ambition to create a strengths-based Adult Social Care system that focuses on what people can do, not what they cannot, and that harnesses the power of communities to improve lives.

Why Dudley?

Dudley is committed to delivering outstanding Adult Social Care services that are innovative, sustainable and focused on achieving the best possible outcomes for residents. This role offers a unique opportunity to make a lasting impact, shaping services that transform lives, strengthen communities and help people remain independent for longer.

If you are ready to lead transformational change, challenge traditional approaches and help create a future where prevention and wellbeing are at the heart of Adult Social Care, we would welcome your application.

The Council is committed to safeguarding and promoting the welfare of vulnerable groups and expect all staff and volunteers to share this commitment.

Workplace Attendance: Working in the office 3+ days a week (pro-rata) or Onsite full time.
