Role: Environmental Services Manager

Contract Length: 12 Weeks – Covering Sickness Absence. May or may not be extended.

Location: Hybrid/West Northamptonshire - Candidate will occasionally go out to other locations, half day per week, can claim these miles back via expenses, locations in Daventry and Towcester.

Spinwell is recruiting for an Environmental Services Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE ENVIRONMENTAL SERVICES MANAGER

  • Contract Manage the Joint Venture arrangement between West Northamptonshire Council and Norse, which provides waste collection services, street cleansing services, grounds maintenance services, waste transfer operations, and other related services in the Daventry area of West Northamptonshire, ensuring performance in accordance with the specification for services;
  • In conjunction with the JV partner, manage the risks and liabilities associated with these services, including statutory compliance, financial and H&S risks;
  • Attend meetings related to the management of these services, including meetings with the JV partner, internal council meetings, etc.;
  • Oversee the investigation and resolution of enquiries, service requests and complaints from residents and members related to these services;
  • In association with other members of the waste team, oversee the budget related to these services and provide performance data as required;
  • Manage the Waste Services Officer, who is a member of staff dedicated to assisting with the management of the joint venture;
  • Contribute to the ongoing review of waste collection and cleansing services in West Northants (which is a major project managed by the team) with expertise, data and information, managing specific aspects of the review as required.

SKILLS/EXPERIENCE OF THE ENVIRONMENTAL SERVICES MANAGER

  • Ability to work to tight deadlines and be flexible in work approaches
  • Articulate, confident and able to communicate clearly in all formats, with a wide variety of people
  • Good customer care skills
  • Ability to work with others in a team
  • Ability to analyse and interpret data and information and demonstrate a high level of accuracy
  • Willingness to work in a variety of environments outside the office
  • Ability to legally drive in the UK, with access to a car, or other demonstrable means of mobility to enable site visits
  • Demonstrate effective use of Office 365 (incl. Teams, OneDrive, etc.) or willingness to undertake training.
  • Knowledge of the statutory duties of the Council to provide waste services and a good understanding of waste management practices
  • Awareness of key legal issues and principles affecting local government, contracts and related issues
  • Thorough and resourceful problem-solving approach
  • Experienced Contract Manager, preferably with experience of working in a local authority
  • Experienced Waste professional, preferably with experience of delivering waste collection services for a local authority
  • Experience of resolving customer service requests and complaints
