About the job

Can you lead and manage remote, geographically dispersed, multi-disciplinary teams, and clearly communicate complex technical requirements? The purpose of the role is to provide leadership and day-to-day management of DVSA's Remote Enforcement Office Bus Compliance team, who provide a variety of services supporting the enforcement strategy of enable, prevent and respond and extending the reach, depth and breadth of our remote enforcement activities. The post holder requires excellent communication and stakeholder management skills as they will be working closely with the Department for Transport (DfT), frontline Enforcement staff, the Central Licensing Office (CLO), Office of the Traffic Commissioner (OTC), Vehicle Operators, Local authorities, Intelligence, the Strategic Traffic Management Office (STMO), Remote Enforcement Office (REO), and central policy teams.

The post holder will make timely, proportionate decisions in complex and evolving environments, using professional judgement and intelligence to manage risk and priorities. They will drive continuous improvement by reviewing practice and using early-intervention and nudge approaches to influence compliance.

Your responsibilities will include, but aren't limited to:

  • Lead a national team delivering DVSA's bus compliance and remote enforcement activity
  • Shape and influence future enforcement strategy and policy at senior level
  • Build strong partnerships with DfT, Traffic Commissioners, operators and local authorities
  • Use data and intelligence to drive targeted enforcement and improve compliance outcomes
  • Champion innovation, expanding remote and desk-based enforcement approaches
  • Make high-quality, risk-based decisions in a fast-paced and evolving environment
  • Develop and motivate a dispersed team to deliver consistent, high-quality services
  • Manage national operations, resources and performance against key business targets

Required experience: To be successful in this role you will need to have the following experience:

  • Proven leadership skills with management of remote, dispersed multidisciplined teams, and ability to communicate the complex technical requirements of the Operator Licence Scheme
  • Management experience:
  • Proven communication skills (both written and oral) with the ability to communicate at all levels, in a variety of situations
  • Evidence of leading innovation and change
  • Evidence of establishing comprehensive performance and data metrics and managing a quality service
  • Experience of meeting targets and objectives
  • Sound understanding and knowledge of DVSA's roadside and enforcement activities and the regulatory frameworks for operators
  • Experience in the management and investigation of operators
  • Experience of Bus Operator account management (BOAM), Bus Service Operator Grants (BSOG), Bus Open Data Service (BODS), Public Service Vehicles Accessibility Regulations (PSVAR) and Accessible Information Regulations (AIR) schemes
  • Experience in dealing with Freedom of Information and Parliamentary Question requests
  • Working hours, office attendance and travel requirements:

    Full time roles consist of 37 hours per week. Whilst we welcome applications from those looking to work with us on a part-time basis, there is a business requirement for the successful candidate to be able to work at least 35 hours per week. This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
