We are seeking a proactive and experienced manager to lead a licensing team within the Office of the Traffic Commissioner (OTC). The role supports the Traffic Commissioners and NI Transport Regulator in their statutory duties regulating operators of goods vehicles, buses, and coaches across the UK.

As Licensing Team Manager, you will oversee a team of caseworkers handling operator licensing applications, ensuring efficient service delivery and compliance with legislation. You will make decisions within delegated authority, interpret complex regulations, and prepare case submissions for Traffic Commissioners where needed.

Top Responsibilities

  • Responsibility for operator licensing teams ensuring provision of a quality operator licensing service to and on behalf of the traffic commissioners / NI Transport Regulator to enable them to perform their statutory role.
  • Overseeing completion of casework with active management and leadership on complex cases ensuring that the correct legislation is applied, and that work is carried out in accordance with the Senior Traffic Commissioner and NI Transport Regulator’s guidance and directions.
  • To make, and progress, evidence-based decisions on applications under the delegated authority provided by the TCs in accordance with the Senior Traffic Commissioner and NI Transport Regulator’s guidance and directions and Operating Instructions.
  • Day-to-day and longer-term planning of team activities and workflows by directing resources and effort towards ensuring that service standards and operational requirements are achieved.
  • To effectively monitor the performance of the office against the SLA responding to dips in performance and taking effective remedial action.
