Inspire People are partnering with the Driver and Vehicle Standards Agency (DVSA) to attract Business Analysts and individuals with strong transferable analytical skills to support the continuous improvement of nationally critical digital services across digital, platforms and cloud. Hybrid working across from multiple UK locations including Swansea, Leeds, Nottingham, Newcastle, Oldham, Birmingham and Yeading. £35,663 (candidates based in Yeading will receive the London Weighting allowance of £4,000) plus generous Civil Service benefits including 28.97% Pension.

We are open to candidates from a range of professional backgrounds. You do not need to currently hold a Business Analyst job title to be successful in this role. DVSA are deliberately open to candidates who can demonstrate strong analytical behaviours, collaboration and delivery experience. This could include experience from roles such as:

  • Software Tester or QA
  • Data Analyst, MI Analyst or Insight roles
  • PMO, Project Support or Junior Project Manager
  • Product, Delivery or Service Support roles
  • Operational, process improvement or service improvement roles

Experience in digital or technology environments, exposure to Agile ways of working (such as Scrum or Kanban), and experience producing artefacts like user stories or process flows are helpful, but formal BA qualifications, certifications or specific tools experience are not required. What matters most is your ability to analyse problems, work with others and contribute to real‑world digital delivery.

As a Business Analyst, you will report to a Senior Business Analyst and work as part of an Agile Scrum delivery team within DVSA’s Strategy, Policy, Digital and Technology Directorate. The focus of the role is on supporting the improvement and enhancement of live digital services through clear analysis, strong collaboration and delivery‑focused outcomes.

You will work closely with Product Owners, developers, testers, designers and other analysts to translate business problems into structured requirements, supporting incremental delivery and continuous service improvement. You will not be expected to independently own large workstreams; instead, you will contribute as part of a supportive, multidisciplinary team, with guidance and oversight from more senior Business Analysts. You may support services across areas such as MOT systems, driver and vehicle services, commercial vehicle compliance and enforcement platforms.

As a Business Analyst you will:

  • Break down business problems into clear business, stakeholder, functional, non‑functional and transition requirements
  • Support the creation, refinement and prioritisation of user stories and acceptance criteria
  • Work with Product Owners to maintain and refine product backlogs
  • Engage stakeholders to understand needs, challenge assumptions and clarify requirements
  • Analyse problems to identify root causes, not just surface issues
  • Collaborate daily with developers, testers and designers within Agile Scrum teams
  • Apply appropriate analysis and modelling techniques to document processes and requirements clearly
  • Contribute to the continuous improvement of live digital services, including assisted digital solutions

  • Experience working collaboratively within teams to deliver results
  • Clear and confident communication skills, able to explain analysis and ideas to different audiences
  • Experience gathering, analysing and documenting information to support decisions
  • A delivery‑focused mindset, comfortable working at pace and contributing to shared goals
