DVLA are looking for experienced Project Managers to lead the delivery of complex projects & programmes that make a real difference to how DVLA operates and how their services are used. You will work with a wide range of teams and senior stakeholders, bringing clarity and momentum to challenging delivery environments. The work you lead will directly support improvements to services relied on by millions of people across the UK!
Flexible, hybrid working (60% Swansea office based) with a salary of £57,515 plus a generous Civil Service Pension of 28.97% and other Civil Service benefits.
About the role
You will lead the delivery of a range of strategic, transformational change projects across DVLA. In this role you will be responsible for managing one or more complex, medium to high-risk projects or programmes working through multi-disciplinary, matrix-managed teams. You will create a strong and cohesive delivery environment, motivating teams, managing suppliers, forecasting and actively managing risks and dependencies with other programmes.
DVLA’s Project and Portfolio Management (PPM) function sits within the IT Services Directorate and is responsible for delivering change across the whole Agency. Reporting to a Portfolio Manager, you will be part of the senior leadership team within a programme environment and play an important role in strengthening delivery performance.
At DVLA, PPM goes beyond technology delivery - their portfolio spans digital and technology transformation, business process improvement, customer migration, strategic procurement, asset replacement and infrastructure delivery. All of DVLA's work is focused on improving outcomes for customers, stakeholders and staff making this a varied, high-impact and rewarding environment to work in.

Responsibilities
- Project Management: Day to day management and leadership of the project and the project team. Provide effective leadership and management controls. Set project controls. Design the project structure and organisation appropriate to stage. Set appropriate delivery methodologies. Develop detailed plans. Manage effective transition between project phases.
- Risks & Issues: Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
- Budget: Develop the budget and track delivery within budget.
- Stakeholder Management: Identify and manage stakeholder relationships and need for senior level support. Manage internal and external relationships as appropriate.

About you
- Proven experience delivering medium to large-scale projects, with a strong track record of achieving business outcomes.
- Experience working as a senior project manager, leading complex change through to delivery.
- A confident, visible leadership style, able to motivate teams and use networks to drive delivery.
- Strong problem-solving and decision-making skills, including handling difficult conversations with professionalism and sensitivity.
- Excellent communication skills, with the ability to adapt style and build rapport quickly.
- Comfortable engaging with senior stakeholders.

- Demonstrating your depth of experience in successfully leading and implementing complex projects or programmes: describing how you took personal accountability for project outcomes.
- Building strong relationships, managing stakeholders at a senior level effectively and with confidence.
- Experience of selecting and implementing project controls and methodologies appropriate to a technical or business change project, in order to deliver against time, cost and quality objectives. Can describe the governance arrangements put in place in order to ensure successful delivery, and demonstrate how project controls have been utilised within those governance arrangements.
- Experience of defining and developing delivery plans in a complex change environment; describing how you ensured they were viable.
