PCN Finance Manager

We are seeking a motivated and organised Finance Manager to join our friendly Primary Care Network (PCN). This is a part-time role (20‑25 hours per week/3 days), with flexibility on days for the right candidate. This is not a remote working position; the candidate will be required to work from the office.

Main duties of the job

Key responsibilities include:

  • Day‑to‑day bookkeeping and financial management of the PCN.
  • Use of Sage/Xero for financial record‑keeping.
  • Cash Flow Management.
  • Preparation of financial reports to support PCN Board members in decision‑making.
  • Processing invoices, payments, and reconciliations.
  • Payroll and pension administration.
  • Liaising with external accountants and stakeholders where required.

Drake Medical Alliance is a well‑established Primary Care Network (PCN) covering Plymouth, Devon. We care for over 61,000 registered patients, making us one of the largest and most dynamic PCNs in the county.

Our network brings together the following GP practices:

  • Knowle House Surgery
  • Lisson Grove and Woolwell Medical Centre
  • North Road West Medical Centre
  • Roborough Surgery

Working collaboratively across these sites, we deliver high‑quality, patient‑centred care through a strong multidisciplinary team that includes clinical pharmacists, first‑contact physiotherapists, care coordinators, social prescribers and pharmacy technicians.

We work closely with local health and community partners to develop new and efficient ways of delivering care, improving outcomes for our patients and supporting our workforce.

As a growing organisation, we place great emphasis on strong governance, financial sustainability, and effective operational delivery. The Finance Manager will play a key role in ensuring our resources are managed efficiently to support ongoing service development and innovation across the PCN.

Job responsibilities

  • Manage all PCN finances, support the PCN in maximising income and reducing expenditure.
  • Accurately monitor cash flow, forecast and predict workflow corresponding to income.
  • Review all income and expenditure statements, identifying any inaccuracies and rectifying any issues.
  • Ensure invoices are approved appropriately and paid within the given time frame.
  • Maintain an effective system for the handling of petty cash, payments and banking.
  • Liaise with the PCN\’s accountants regarding VAT, year‑end accounts and related queries.
  • Manage and oversee the organisation\’s pension scheme, retaining accurate records.
  • Payroll processing and related compliance.
  • Approve the ordering of PCN supplies (clinical and non‑clinical) ensuring that robust processes are in place.
  • In conjunction with other members of the senior management team, manage and submit timely claims for enhanced services and other contract and PCN private income.
  • Prepare and present accurate monthly financial reports including income statements, balance sheets, and cashflow statements to senior management and partners as and when required.
  • Balance sheet reconciliations.
  • Presentation of monthly financial reports to a high standard.
  • Ensure effective financial controls are in place and processes are adhered to.
  • Understand and brief the management team on the financial implications of contract and legislation changes affecting the organisation.
  • Maintain an effective working relationship with the ICB, ensuring the organisation receives a proportionate and equitable allocation of resources.
  • Develop and manage budgets and provide forecasts to guide strategic planning. Explain any variances to budgets and advise on corrective action.

Secondary responsibilities

  • Act as the primary point of contact for finance‑related matters with the five GP practices, the NHSE, the ICB and the PCN\’s accountant.
  • Attend and actively participate in PCN management meetings.
  • Attend any external meetings pertinent to the role of Finance Manager.

Person Specification

Qualifications

  • AAT Accounting Qualification, preferably at Level 4 or equivalent demonstrable experience.
  • Part CIMA/ACCA/ACA/CIPFA qualified or equivalent industry‑recognised certification. Educated to degree level in healthcare or business.

Skills and Knowledge

  • Strong communicator with good interpersonal skills.
  • Experience of Microsoft Office software with strong Excel skills.
  • Knowledge and experience of using Xero and/or Sage financial system.
  • Ability to organise workload and prioritise to maximum effect.
  • Flexible approach in a fast‑paced business which is constantly changing.
  • Excellent attention to detail.
  • Analytical skills with an ability to analyse financial performance.
  • Ability to present to senior leadership.
  • Experience setting up systems and processes.

Experience

  • Experience of working in a similar role.
  • Experience of financial planning and forecasting.
  • Experience of developing and producing management accounts.
  • Experience of maintaining financial information system.
  • Experience of preparing and presenting financial information to non‑financial managers.
  • Experience of managing people and teams.
  • Previous experience within a Primary Care/GP Practice.
  • Experience of primary care running costs for NHS organisations.
