Job Summary

The Town Planning Manager will play a key role in ensuring that all arrangements to secure the necessary Town Planning / Schedule 17 consents are in place to support the successful implementation of the Construction Phase. The role will also support the Head of Consents, U&As and Third Parties, client and the wider project, in managing relationships with key stakeholders and in achieving the Undertakings & Assurances / project commitments and project Key Performance Indicators.

Key Responsibilities

  • Input any updates to the Consents Management Plan (CMP) related to Town Planning and ensuring that it is submitted on a quarterly basis or as required by client contract
  • Manage the Town Planning elements within the Consents Register with project Planners and Package Leads to avoid programme disruptions, monitoring consents performance and identify mitigating actions where required
  • Lead on and advise on Town Planning requirements, liaison with Consent Granting Bodies (CGB), engagement with stakeholders, preparation of applications, procedures, assurance and compliance with conditions
  • Support the project level understanding of any relevant Town Planning requirements and develop mitigations that will inhibit any impacts on the construction programme
  • Contribute to and roll out β€˜Good practice guide to…’ Town Planning and regularly liaise with project colleagues
  • Identify external assistance requirements where capacity limitations or specialist requirements require temporary support to ensure that consents are secured in a timely manner
  • Manage general Town planning enquiries and work with Sustainability & Environmental Team on any environmental requirements affecting the Project
  • Provide regular and ad-hoc reports on Town Planning issues
  • Periodically update the Town Planning processes in project Quality Management System
  • Ensure that the Stakeholder Record Management system is regularly updated and provides a clear summary of current discussions with external stakeholders
  • Develop and maintain the Town Planning key risks and issues log to be used to report to Senior Leadership

Technical Competencies

  • Knowledge of the High Speed Rail (London – West Midlands) Act 2017
  • Understanding of the Town and Country Planning Act 1990
  • Project Management skills

  • Strong administration and IT Skills

Qualifications, Certifications And Experience

  • Proven experience in Project Management and Stakeholder Management
  • Experience of major construction projects
  • Relevant degree or similar qualification/professional body membership/experience
