The SEE manager develops and implements the project's Employment and Education Strategy in full compliance with contractual requirements, parent company policies and wider project commitments. They ensure all client SEE targets and KPIs are achieved, reported accurately, and fully embedded across the supply chain and workforce.
Key Responsibilities:
- SEE Strategy Delivery & Compliance: Develop and implement the SEE Strategy in line with client and project policies, ensuring clear alignment with local council's priorities and commitments. Make effective use of the client Brokerage Service to maximise local employment, apprenticeship and skills outcomes. Ensure all SEE objectives, KPIs and reporting requirements are understood, communicated and embedded across project teams and subcontractors.
- Supply Chain Management & Performance: Oversee subcontractors' SEE implementation plans to ensure client and project policies, procedures and KPIs are incorporated into their employment, training and workforce development arrangements. Monitor subcontractor performance, measure progress against targets and drive continuous improvement to ensure successful delivery of all client SEE outcomes. Ensure SEE requirements and KPI obligations are fully embedded into all subcontract agreements in collaboration with the Commercial team.
- Governance, Reporting & Assurance: Provide regular and ad-hoc performance reports on SEE delivery to project, parent company HQ teams and client. Report achievements, risks and mitigations, highlighting progress against client KPIs, local commitments, and local council priorities. Ensure all participants across the project and supply chain have access to and comply with SEE and Social Value policies, plans and procedures.
- Advice, Training & Internal Collaboration: Provide advice, guidance to project teams, subcontractors and partners on all matters relating to SEE delivery. Work closely with the Project HR Manager to ensure SEE requirements are fully integrated into HR practices, recruitment strategies and workforce planning. Work with the Social Value Forum and EDI Lead to develop outreach programmes that engage local communities and encourage participation from priority groups identified under the SEE framework.
- Community Engagement & Local Delivery: Build strong working relationships with the local council and community partners, Skills Centre, and employment support organisations to maximise local job, apprenticeship and training opportunities. Support the organisation's apprenticeship programme and ensure compliance with client apprenticeship requirements.
