Dragados UK & Ireland is responsible for the design and construction of approximately 135 metres of new passenger tunnels as part of the Elephant & Castle Station Capacity Upgrade. The works involve creating new underground connections between the existing Northern Line platforms and the future station entrance and ticket hall, delivering critical infrastructure that will improve passenger flow, increase station capacity and enable step‑free access. The project requires complex tunnelling and construction activities within a constrained urban environment, interfacing with existing London Underground assets while maintaining safe and efficient operations.

The Senior Commercial Manager leads and manages the cost management and contract management aspects of the project from initiation to close‑out.

Key Responsibilities
  • Administer contractual terms and conditions for suppliers and sub‑contractors including management of all aspects of subcontractor contract administration including payments / compensation events, reporting and final account negotiations.
  • Management of the change management process under the main contract.
  • Preparing and presentation of monthly cash flow forecasts.
  • Produce a monthly consolidated project-wide cost / expenditure report and presentation to senior management.
  • Manage the monthly valuation / payment process under the main contract.
  • Manage potential subcontractor and supplier claims.
  • Manage subcontractor final account negotiations.
  • Liaison and be the key point of contact for the client’s commercial management team.
  • Oversee the finalisation of contractor’s accounts and close out contractor contracts for the project.
  • Manage the process to raise consultant, supplier or contractor instructions as necessary for signature by approved parties.
  • Oversee the risk and opportunity process and register for the project.
  • Provide design and operational teams with contractual and commercial support throughout the project.
  • Assist the projects procurement manager in commercial and financial matters in respect of the procurement of subcontracts / professional services / plant & materials and equipment.
  • Review supplier and subcontract documentation during the procurement process.
  • Ensure compliance with the contractual requirements of the projects.
  • Assist the Project Manager in the management of the early warning process including raising and issuing EWNs.
  • Costing of value engineering proposals and assisting in the assessment of changes to the accepted programme.
  • Preparation of contractual correspondence and responding to communications from the project manager.
  • Management of quantity surveying and assistant Quantity surveyors during the construction stage.
  • Assisting the commercial manager in educating the project team in the specific requirements of the NEC conditions of contract.
  • Providing support to the project planner in respect contractual matters and understanding contractual entitlement.
Qualifications, Certifications and Experience
  • Relevant experience of commercial management.
  • Experience managing NEC forms of contract (both subcontracts and main contracts).
  • Experience of commercial management of infrastructure projects.
  • Educated to degree level or equivalent in a numerate or commercial discipline.
  • Ideally Member or Associate Member of the Royal Institute of Chartered Surveyors (RICS) or Chartered Institute of Building (CIOB) or working towards (but not essential).
  • Good understanding of EU and UK legislative requirements affecting procurement.
  • Analytical mind and logical problem solving.
