The Project Manager L2 (Network Rail) is responsible for leading packages to deliver the agreed outcomes within time, cost, and quality requirements. Guides and coordinates with all relevant parties to understand and deliver project objectives and key performance indicators (KPIs), providing day to day management and leadership of the project and the project team.

Responsibilities

  • Support and report to the Project Manager L1 or Senior Project Manager in all elements related to construction, programme of works, and commercial issues.
  • Coordinate between construction, design, procurement, and commercial departments to ensure sub-contractors can progress work on site according to the schedule.
  • Ensure client requirements are met, providing all quality, assurance, and compliance documentation in a timely manner.
  • Assist a high performing team through setting clear SMART targets via the team plan and complying with the performance management process.
  • Monitor works to achieve right first-time workmanship and undertake lessons learnt reviews for continuous improvement.
  • Support the construction team with technical and engineering aspects, including method statements, ITPs, construction processes, engineering specifications, set out and measurement, and quality control.
  • Monitor the progress of package works, reporting on actual costs, forecasts, and highlighting any problems for resolution.
  • Develop and manage readiness planning for commencing works, ensuring all permits are in place.
  • Determine and arrange project technical services and external resources required for the project.
  • Oversee package timeframes and budgets, ensuring successful delivery of projects while highlighting risks and challenges.
  • Participate in and record relevant meetings, providing contextual information and analysis.
  • Partner with stakeholders involved in risk management and mitigation treatments.
  • Document and take ownership of project changes, tracking and ensuring they are processed within agreed timeframes.
  • Ensure all approved handover documentation is coordinated and provided prior to practical completion.
  • Work collaboratively towards the common goal of net zero carbon transition, managing associated carbon emissions and reductions during project delivery.

Project Specific

  • Knowledge of NR/L2/RSE/02009 – Engineering Management for project.
  • Knowledge of NR/L2/OHS/019.
  • Knowledge of CDM with experience acting as PD and PC rep for MDjv.
  • Knowledge of NR/L2/OHS/044.
  • Knowledge of the Asset management Process NR/L2/RSE/089.
  • Review and approve Work Package Plans.
  • Experience managing and working with Network Rail Operations.
  • Working knowledge of complex rail systems and their interfaces.
  • Experience working with rail stakeholders (TOCs and FOCs).
  • Knowledge and experience of delivering to Network Rail PACE, SPEED principles and MVP ethos.
  • Experience working on the CSM process from classification to commissioning.
  • Knowledge of the possession planning process and works planning.
  • Experience delivering works on a Network Rail Category 1 station and Station National Operating Procedures.
  • Act Responsible Manager for access planning.
  • Experience of complex EIS for Network Rail Projects.
  • Design Management experience on Network Rail projects.

  • Provide day to day project leadership to achieve deliverables.
  • Manage small teams, providing guidance, direction, and coordination.
  • Mentor and develop the project team; provide a safe work environment to learn and mature.
  • Champion and operate within an inclusive environment.
  • Strong interpersonal and communication skills.

Qualifications, Certifications And Experience

  • Proven experience in project management, managing small to medium sized projects.
  • MCIOB/MAPM/MRICS/MICE (or working towards) or local equivalent.
  • Developing experience in the construction delivery phase of projects.
  • Appropriate Construction Skills Certification Scheme (CSCS) card (or local equivalent).
  • PTS DCCR and OHL.
