Head of Electrical Services & Projects

Monday – Friday (37 hours per week, daily: 8:45 am – 5:15 pm)

PO Grade, SCP 38:44 - £56,159 - £65,572

An opportunity has arisen within the Council to join the Electrical Services team within the Environment & Regeneration Department to shape the Council’s electrical strategy, deliver visible public projects e.g., public lighting, decorative lighting, open‑spaces and regeneration and lead digital/Smart City transformation.

You must be degree qualified or hold an equivalent professional qualification in Electrical Engineering or have a proven track record of successful high quality professional and managerial experience in one or more of the specialist engineering areas of the service (electrical, painting, civils and projects).

To provide strategic leadership, governance and operational oversight to deliver high‑quality, compliant and cost‑effective services that support the Council’s Corporate Plan.

Essential Selection Criteria

  1. Degree qualified or equivalent professional qualification in Electrical Engineering or a proven track record of successful high quality professional and managerial experience in one or more of the specialist engineering areas of the service.
  2. Significant experience of managing at a senior level within a performance management framework to ensure the efficient and effective delivery of quality services.
  3. Proven extensive knowledge/experience of electrical building services/engineering.
  4. Experience of technical leadership on Capital and/or Revenue Projects, including financial and budgetary management skills.
  5. Appreciation and understanding of relevant UK, European and international standards, codes of practice and procedures and in particular BS7671:2018 and BS5489:2020.
  6. Excellent interpersonal skills, including the ability to communicate verbally and in writing at all levels both internal and external to the Council.
  7. Excellent organisational, time management skills, strong attention to detail and the ability to prioritise workload.
  8. Strong problem‑solving skills and ability to deliver innovative solutions without supervision, utilising available resources to manage and deliver solutions within time, budgetary and resource constraints.
  9. Ability to motivate staff and teams and co‑ordinate and work with partners.
  10. IT literate with ability to interrogate and manage computerised databases.
  11. Full valid driving licence.

Desirable Selection Criteria

  1. Public sector experience and an understanding of public expectations.
  2. An awareness of health and safety legislation in work practices and environment.
  3. Knowledge of the Council’s Standing Orders, Financial Regulations and the Isle of Man Government Procedures for Capital Projects (including requirements for Petitioning purposes).
  4. Political sensitivity.
  5. Understanding of delivering and managing customer facing services.
  6. Membership of the IET and/or ILP, CIBSE.
  7. A knowledge of NEC and ICC forms of contract.
  8. Design/office drawing experience including AutoCAD.
