Dilapidation Enforcement Officer
We are seeking a motivated and proactive Dilapidation Enforcement Officer to join our Environment and Regeneration Department and play a key role in helping to maintain and improve the appearance, safety and amenity of the City.
This varied role will involve dealing with dangerous structures, dilapidated and unsightly properties, using a combination of advice, negotiation and enforcement action to ensure buildings and land are brought back to an acceptable condition. You will be a key point of contact for property‑related enforcement matters, liaising with owners, members of the public, emergency services, contractors, consultants and other agencies.
The post will also support the Council’s town planning functions, including reviewing planning applications, preparing reports and contributing to the Council’s wider Cleaner, Safer, Greener agenda. The successful candidate will have strong communication and organisational skills, the ability to interpret legislation and technical information, and the confidence to make informed decisions in a busy and varied working environment.

Person Specification
Essential
- 5 GCSEs including English and Maths, Grade C or above or equivalent, i.e., NVQ Level 3.
- Ability to interpret and understand legislation.
- A high level of verbal and written communication skills with excellent organisational and administrative skills and experience of writing reports and letters.
- IT skills including the use Microsoft Word, Outlook and Excel.
- Ability to consider a range of options and make informed decisions based on the most appropriate course of action.
- Ability to keep accurate notes and records.
- Ability to read and interpret technical drawings and planning drawings.
- Tenacity and creativity in pursuing work to completion with skills to influence the behaviour of others.
- Self‑motivated with the ability to work under pressure, prioritise workload, work on own initiative with minimum supervision and also as part of a team.
- Full valid driving licence.
- Willingness to undertake any training required/deemed necessary for the role.
Desirable
- Ability to read architectural drawings and converse with technical and professional colleagues and consultants.
- Knowledge and/or experience of the planning system including the Isle of Man Strategic Plan.
- Knowledge of buildings external surveys and building maintenance techniques.
- Qualifications or experience in a property, construction, legal or other related field.
- Previous experience in a role using persuasion, diplomacy and/or a high level of customer service.
- Previous experience of presenting to others in a meeting or committee environment.
