An exciting opportunity exists for an experienced Compliance Senior Manager to join the Digital and Securities Markets (DSM) Compliance team within LSEG, to lead on 2nd line compliance advisory support to the Digital Market Infrastructure (DMI) business. The successful candidate will provide oversight, guidance and challenge to ensure a robust compliance framework is developed and maintained. The individual will also hold the Senior Manager Function (SMF) 16 (Compliance Oversight) position and as such will lead the compliance function in the firm and report to the governing body on this.
Reporting to the Head of DSM Compliance, the core focus of the role will be to support the DMI business, providing advice and guidance on the applicable rules and regulatory requirements, and ensuring appropriate processes and controls are maintained to meet those requirements. DMI operates an FCA‑regulated entity, which uses distributed ledger technology (DLT) to deliver a secure and scalable marketplace for private funds. Built in partnership with Microsoft, LSEG’s ambition is to grow its DMI business to provide market‑leading solutions across the full spectrum of private fund activities, and other DLT‑based asset classes. LSEG is participating in the Bank of England’s Digital Securities Sandbox as it develops its on‑chain settlement offering, the LSEG Digital Securities Depository (DSD). As the DMI business expands, coordination with DMI’s regulated activities in other jurisdictions, as appropriate and in line with regulatory requirements and expectations, may also be needed.
Key Responsibilities
- Provide timely and accurate input/advice to the DMI business on regulatory and licensing requirements for DMI projects/products, with particular focus on DLT‑based initiatives including tokenisation, settlement and opportunities for DMI to support wider LSEG strategic ambitions.
- Lead on the delivery of reporting to, and advising, DMI governance forums, including the Board, and divisional compliance senior leadership on the compliance framework for DMI. Activities will include undertaking compliance assurance reviews, in conjunction with the Central Compliance Assurance team, both as required under the regulatory obligations of the business and as identified through risk‑based assessments.
- Represent the compliance function at key internal governance forums, and ensure risks are appropriately identified, raised and mitigated as needed.
- Lead liaison with DMI’s primary regulatory authority, the FCA, as the primary contact for DMI, as well as with the Bank of England for DSS activities, including through collaborating as appropriate on new initiatives/products, responding promptly to questions or requests, and in ensuring the business meets its notification requirements.
- Assist the businesses in developing commercial projects from a regulatory perspective, including obtaining regulatory permissions and licences where required.
- Assist in the management of regulatory filings and obligations arising from DMI’s regulated activities, including reporting to the FCA and other global regulators as appropriate.
- Co‑ordinate and support the wider Markets Compliance team as required, including with regulatory horizon scanning, rules mapping, obligations and risk assessments and the production of management information.
