About the team you will be a part of

The Digital Transformation Programme Delivery function is part of Digital, Data and AI team within Corporate Group.

The Programme Delivery Team is made up of Programme Leads, Project Managers and Business Analysts, supported by Architects.

All these functions work together to support every area of Ofcom in delivering change, be it a new tool, process improvement or evolving our offerings both internally and externally.

Our Programme Leads work with key stakeholders around the Business to identify new projects as part of each team’s strategy, to give us a head start ensuring that these are funded, appropriately resourced and follow ICT and Ofcom Policies.

Project Managers deliver projects by working collaboratively across the business, keeping the projects running smoothly (or as smooth as possible!), and working with the PMO to follow the Delivery Framework.

Business Analysts support the project process, understand the business needs and the business processes and work with the technical team to find solutions.

Purpose and scope of the role

Ofcom is seeking a Project Manager to support the procurement of refreshed IT Support Services.

This role will provide technical, and operational expertise to complement Ofcom’s internal leadership of the programme.

The Project Manager will work with a consultancy to conduct a detailed review of the current IT support arrangements, develop and assess future service model options, and lead the design and delivery of an evidence-based procurement exercise (working closely with internal procurement experts).

The successful Project Manager will coordinate the end‑to‑end programme of work, manage dependencies, risks and governance, assure deliverables, and ensure a robust, compliant procurement process aligned to UK public sector requirements.

Responsibilities

• Strategic Review & Options Development
• Manage and coordinate a comprehensive review of Ofcom’s current IT support strategy, operating model, and service outcomes.
• Support the development of future service delivery options, including in‑house, outsourced, managed service, or hybrid arrangements.
• Facilitate workshops, stakeholder engagement, and requirements gathering activities.
• Produce clear, evidence‑based recommendations and decision papers.
• Procurement Design & Delivery
• Lead the planning, governance, and day‑to‑day management of the IT Support Services procurement project.
• Work with the Commercial lead to ensure all procurement activities comply with UK public sector requirements, including the Procurement Act 2023.
• Work with and lead out Consultancy Firm that will work on the day‑to‑day review and scoping of the project.
• Oversee the development of key procurement artefacts.
• Service Specifications
• Evaluation methodologies.
• Invitation to Tender (ITT) documentation.
• Commercial and contractual schedules.
• Ensure governance documentation (approvals, audit trail, decision logs) is complete, accurate, and compliant.
• Project Management & Delivery Assurance
• Develop and maintain detailed project plans, RAID logs, and reporting packs.
• Develop and manage the communications plan with key stakeholders.
• Identify and mitigate risks, managing interdependencies with other technology and commercial initiatives.
• Provide regular reporting and clear communication to senior stakeholders.
• Ensure timely delivery of milestones and high‑quality outputs from the consultancy team.

Qualifications

• Executing Plans
• Strong capability in planning, delivering and closing projects within agreed scope, time and budget.
• Proficiency in project management methodologies (e. g., Agile, Waterfall, PRINCE2, MSP).
• Ability to manage multiple workstreams and competing priorities in a fast‑paced environment.

Experienced in Governance, Compliance & Commercial Awareness

• Understanding of project governance frameworks and the ability to apply effective controls.
• Experience of procurement within the public sector.
• Knowledge of public sector procurement rules, including experience working under Public Contracts Regulations (PCR 2015) and Procurement Act 2023 is beneficial.
• Experience managing budgets, financial forecasts.

• Excellent communication, negotiation and influencing skills.
• Ability to build strong relationships with stakeholders at all levels, including senior leaders and external suppliers.
• Skilled at presenting project updates, risks and recommendations clearly and confidently.

• Experience developing and maintaining risk and issue logs, with proactive mitigation and escalation.
• Ability to assess the impact of change requests and guide stakeholders through change processes.

Strong analytical skills with the ability to evaluate data, identify trends and inform decision‑making.

• Experience resolving conflict, facilitating workshops and supporting teams to deliver high‑quality outcomes.

• Technical & Digital Skills
• Proficiency with project management tools (e. g., MS Project, Planner, Azure Dev Ops, Jira, Trello).
• Confident using Microsoft 365 applications for reporting, documentation and stakeholder communication.
• Ability to interpret data and prepare clear dashboards, reports and presentations.
• Professional Experience
• Proven track record of delivering complex projects from initiation to closure.
• Experience working in regulated environments or the public sector is advantageous.
• Demonstrated ability to navigate organisational processes, governance boards and approval pathways.
