Google’s projects span the globe and require managers to keep the big picture in focus while being able to dive into the unique engineering challenges we face daily. As a Technical Program Manager at Google, you lead complex, multi‑disciplinary engineering projects using your engineering expertise. You plan requirements with internal customers and usher projects through the entire project lifecycle. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. You’re equally at home explaining your team’s analyses and recommendations to executives as you are discussing the technical trade‑offs in product development with engineers. Using your extensive technical and leadership expertise, you manage projects of various size and scope, identifying future opportunities, improving processes and driving the technical directions of your programs.

The Global Submarine Networks (GSN) Operations organization is responsible for the reliability, scalability, and performance of Google’s subsea infrastructure. Our mission is to manage the transition from build to operate with uncompromising excellence, integrating complex optical transport technologies with modern, software‑defined IT Service Management (ITSM) principles. As a Regional Service Manager, you will be the foundational architect for how GSN moves from infrastructure construction to exceptional service delivery and management operating models. You will design the build‑to‑operate and service‑to‑handover frameworks, ensuring that as new subsea cable systems reach commercial acceptance, they are seamlessly integrated into a governed, compliant, and customer‑centric operational model. You will require a hybrid expertise in telecommunications (e.g., subsea/optical) and ITSM (e.g., enterprise IT).

Job responsibilities:

  • Design and deliver optimized program communication plans including executive and key partner communications.
  • Determine phasing and metrics associated with program lifecycle that effectively address continuous improvement including resource stewardship, including near and long‑term objectives.
  • Participate in new cable system deployments to ensure all operational, telemetry, and maintenance requirements are met before commercial launch.
  • Act as the executive technical point of contact for tier‑1 carrier customers, bridging the gap between their engineering teams and the network operations teams.
  • Oversee the service journey, from initial customer onboarding and activation to capacity upgrades and decommissioning.
  • Partner with sales to provide technical validation and solution for international connectivity products.
  • Lead regional governance cadences to oversee network changes, maintenance, and risk mitigation.

Minimum qualifications:

  • Bachelor’s degree or equivalent practical experience.
  • 5 years of experience in program or project management.
  • Experience with customer engagement, network design, network connectivity, process capability assessment, reporting, technology sales and operational support systems.

Preferred qualifications:

  • 5 years of experience managing cross‑functional or cross‑team projects.
  • Experience with network configuration and operational analysis.
