The Role

The SHEQ Manager – Electric is responsible for monitoring, assessing, and improving compliance across low voltage operations, ensuring all works are completed safely, compliantly, and in accordance with company procedures, client requirements, and LRQA NERS accreditation standards.

The role involves conducting site audits, inspections, competency assessments, and compliance reviews of operational teams undertaking de-looping, cable installation, jointing, and associated low voltage activities. The successful candidate will have a strong electrical background, experience within utility or distribution network environments, and a good understanding of SHEQ principles, playing a key role in maintaining NERS accreditation and promoting a positive safety culture across the business.

Responsibilities

• Conduct SHEQ inspections and low voltage operational assessments on relevant projects and associated utility works.
• Monitor compliance with company policies, safe systems of work, risk assessments, method statements, and client specifications.
• Undertake site audits of excavation, cable installation, cable jointing, service transfers and cable avoidance.
• Assess compliance with LRQA NERS requirements and identify any deviations from approved procedures.
• Verify that operatives possess the correct competencies, authorisations, and certification required to undertake their work.
• Ensure all works are being completed in accordance with Electricity at Work Regulations, HSG47, NRSWA requirements and industry best practice.
• Review and assess Site Specific Risk Assessments (SSRAs) to ensure they accurately reflect site conditions.
• Provide coaching, guidance and support to operational teams to improve safety performance and compliance standards.
• Identify unsafe acts, unsafe conditions and quality concerns, ensuring corrective actions are implemented promptly.
• Ensure utility damage incidents, near misses, service strikes, and safety observations are investigated and reported in accordance with company procedures.
• Conduct safety conversations and behavioural observations to promote a positive safety culture throughout the business.
• Liaise with Site Supervisors, Project Managers and operational teams regarding findings from audits and assessments.
• Review work packs and documentation to ensure they meet both company and NERS requirements.
• Produce detailed assessment reports and ensure actions are completed within agreed timescales.
• Complete a programme of planned SHEQ and NERS compliance audits across operational teams.
• Undertake competency assessments of operatives involved in low voltage activities.
• Review trends identified through audits, inspections and observations, escalating concerns where necessary.
• Attend operational meetings to discuss compliance performance, emerging risks and improvement opportunities.
• Review utility damage reports, NCRs, near misses and corrective actions.
• Monitor compliance against client contractual requirements and company performance standards.
• Support management teams with close-out of audit findings and improvement actions.
• Carry out documented inspections of plant, equipment and tooling used for low voltage works.
• Review training records and competency matrices to ensure workforce compliance with NERS requirements.
• Conduct formal internal audits against LRQA NERS accreditation requirements.
• Participate in management review meetings regarding SHEQ performance, compliance and continual improvement.
• Analyse SHEQ trends and provide reports to management outlining key risks and recommendations.
• Review competency assessment programmes to ensure compliance with company and accreditation requirements.
• Support internal reviews of policies, procedures, safe systems of work and operational controls.
• Assist with preparation for external LRQA audits and surveillance visits.
• Participate in client performance and compliance meetings where required.
• Support investigations relating to utility damage, service interruptions, accidents, incidents and near misses.
• Attend emergency incidents or high-risk sites when required by management.
• Assist with implementation of corrective and preventative actions following audits and investigations.
• Support mobilisation of new projects by reviewing compliance requirements and operational readiness.
• Participate in LRQA NERS accreditation audits and provide evidence to auditors as required.
• Assist in reviewing and updating operational procedures to ensure ongoing NERS compliance.
• Deliver toolbox talks, briefings and compliance updates to operational teams.
• Attend mandatory training courses as defined within the company training matrix.
• Keep up to date with legislation and record Continued Professional Development (CPD).

Technical Skills & Experience

Essential

• Proven experience carrying out audits, inspections, assessments and compliance monitoring activities.
• Strong practical understanding of low voltage electrical works, service transfers and de-looping operations.
• Demonstrable experience working within an LRQA NERS accredited environment.
• Detailed knowledge of NERS Scheme Rules, accreditation requirements and industry standards.
• Experience assessing compliance against documented policies, procedures and standards.
• Strong understanding of competency management and workforce assessment requirements within NERS accredited organisations.
• Ability to interpret technical drawings, utility plans and electrical documentation.
• Experience producing detailed reports, audit findings and corrective action plans.
• Ability to investigate incidents and identify root causes.
• Excellent communication skills, both written and verbal.
• Strong organisational and time management skills.
• Excellent attention to detail.
• Ability to challenge unsafe behaviours professionally and constructively.
• Self-driven, results-oriented and capable of working independently.
• Ability to engage positively with operational teams and management at all levels.

Desirable

• Previous experience as a NERS Assessing Officer or NERS Technical Advisor.
• Experience supporting LRQA surveillance audits and accreditation renewals.
• Working knowledge of National Grid Electricity Distribution standards and requirements.
• Experience undertaking technical assessments of jointing, cable installation and low voltage network construction activities.
• Experience developing and delivering competency assessments for operational personnel.
• Understanding of ISO 9001, ISO 14001 and ISO 45001 management systems.
• Experience within electrical distribution, ICP, IDNO or DNO environments.

Qualifications & Training

Essential

• Previous experience within the utility, distribution network or electrical infrastructure sector.
• Electrical qualification in a relevant discipline.
• Working knowledge of low voltage distribution networks.
• Strong understanding of Electricity at Work Regulations and distributer safety rules.
• Assessing officer/Technical Advisor (NERS).
• IOSH Managing Safely.
• EUSR Utility SHEA.
• First Aid at Work.
• Full UK Driving Licence.
• Competent user of Microsoft Office applications including Word, Excel and Outlook.

Desirable

• NEBOSH General Certificate or equivalent Health & Safety qualification.
• Internal Auditor qualification.
• Cable Avoidance Training.
• Mental Health First Aider.
