Strong technical assurance, effective portfolio management and clear governance are essential to ensuring investment delivers value for money, manages risk appropriately, and supports transformation across the whole organisation.

We are seeking an ICT Technical Portfolio and Assurance Manager to provide technical assurance across the Council's ICT portfolio and ensure technology initiatives are well governed, compliant, and aligned with agreed strategies and priorities. The role will work across Digital and ICT, the wider organisation and with external partners and suppliers to ensure that ICT projects and programmes comply with internal governance arrangements, including the Technology Governance Board and Business Change Board, as well as relevant legislative and regulatory requirements. You will play a key role in ensuring ICT business processes are aligned with IT Service Management practices and are applied consistently, reviewed regularly, and improved in line with industry best practice. The post also contributes to ensuring the Council's technical platforms remain reliable, secure and fit for purpose to support delivery and transformation at scale.

Responsibilities

  • Providing technical assurance across ICT projects and programmes, ensuring compliance with internal standards, governance arrangements and legislative requirements.
  • Identifying technical risks early and leading the development and delivery of mitigation plans to protect service continuity, delivery timescales and approved spend.
  • Constructively challenging suppliers and delivery teams where solution quality, compliance or strategic alignment is at risk.
  • Developing and maintaining ICT portfolio and programme roadmaps aligned with the Council's Technology Strategy and Technology Forward Plan.
  • Managing technical escalations and supporting programme re-prioritisation to ensure agreed outcomes are achieved.
  • Communicating complex technical information, risks and dependencies clearly to senior and non-technical stakeholders to support effective decision-making.
  • Overseeing service transition activity and ensuring appropriate training arrangements are in place for new and changed technology.
  • Managing ICT budgets and forecasts, controlling supplier costs and ensuring spend remains aligned to approved business cases and Council priorities.
