The Fleet Management team at Shearbridge depot are corporately and legally responsible for the Council’s Department for Transport’s Goods Vehicle and Passenger Carrying Vehicle Operator’s Licences, procuring, managing and maintaining the Council’s fleet of specialist vehicles and plant equipment, ensuring compliance with vocational drivers’ hours regulations, driver validation and training, all aspects of compliance with Department for Transport regulations and all transport and driver safety related matters to ensure that the Council remains legally compliant in all its transport activities.
A vacancy has arisen for a Fleet Enforcement Officer to provide comprehensive and confidential support to the Fleet Compliance Manager and Waste, Fleet & Transport Services Management. The role is based at Shearbridge Depot but off-site work such as other site visits and spot checks are essential to ensure that all Council departments maintain a high standard of regulatory and legal compliance in all aspects of vehicle operation.
The post holder will monitor and report on the condition of the Council’s vehicle and plant equipment fleet ensuring compliance with all relevant legislation and the Operator’s licence. Act in a liaison/advisory capacity on all transport matters with senior departmental managers, supervisors, other transport related staff and external enforcement agencies such as Driver and Vehicle Standards Agency (DVSA) and Police.
It Is Essential That You:
- Hold a current driving licence category of LGV Class C + E.
- Have in depth knowledge of European Working Time Directives & Road Transport Regulations.
- Are highly competent in the production and presentation of comprehensive and complex Excel based management and statistical reports and are able to analyse driver’s hours data and produce associated management reports.
- Can ensure that the whole range of vehicles are operated in a safe, effective and efficient manner, liaising as necessary with Traffic Commissioners, DVSA, Police, HSE, Insurance Companies, members of the public and colleagues.
- Can carry out driving assessments and ensure these are linked to regular supervisions, using this process to continually assess the training needs of drivers and ensure drivers are fully conversant with the role they undertake, and have the relevant qualifications, ability and competence.
- Identify and take appropriate action arising from concerns/complaints regarding vehicle competence.
- Can manage vehicle and driver performance by undertaking spot checks on vehicle condition and correct completion of documentation required to comply with O licence requirements.
- Address any failures in working practices, advise of correct procedure and inform management as appropriate and maintain, monitor and update vehicle inspection and report databases.
- Can carry out risk assessments and reviews in all areas of vehicle operation.
- Can carry out internal audit procedure across all departments to ensure compliance with O licence requirements, ensuring all relevant documentation and paperwork is kept complete and up to date.
- Are able to provide clear verbal and written high level technical advice to a wide range of specialist and non-specialist audiences including assisting clients to comply with legislative requirements.
- Can maintain and update a variety of databases including driver licence details, performance information and CPC training data.
The successful candidate will be someone who is highly motivated, enthusiastic, confident and able to communicate clearly and effectively at all levels (including with external agencies such as DVSA, Police etc). They will also be committed to ensuring that they support Waste, Fleet & Transport Services Management in ensuring that the service meets all current and future statutory legislation and compliance.
