We are seeking an experienced and commercially minded Director to lead a complex, high-profile portfolio covering housing, public realm, asset management, landlord services, infrastructure, environmental services and community-focused delivery. This is a senior leadership role with responsibility for driving strategic improvement, operational performance, value for money and excellent customer outcomes across a large and diverse service area.

The Role

As Director, you will lead the development and delivery of a clear strategic vision for Housing, Environment and Communities. You will be accountable for operational service delivery, service transformation, asset performance, customer experience, compliance, commercial performance and partnership working. You will oversee a significant workforce and delegated budgets, ensuring services are efficient, sustainable, customer-focused and aligned with wider organisational priorities.

Key Responsibilities

  • Lead the strategic and operational delivery of Housing, Environment and Communities services, including public realm.
  • Develop and implement business plans, service improvement plans and transformation programmes.
  • Provide strategic direction for landlord, customer, tenancy, leasehold and home ownership services.
  • Drive income maximisation through effective rent, service charge, tenancy and lease management.
  • Lead asset management strategy across a diverse property and land portfolio.
  • Oversee the development and delivery of major capital programmes.
  • Lead procurement, commissioning and contract management of key operational services including repairs, maintenance, waste, cleansing, caretaking and public realm services.
  • Establish and maintain robust compliance, health and safety, quality assurance and data governance arrangements.
  • Lead business development, performance management, customer insight and service quality improvement.
  • Work effectively with senior stakeholders, elected members, partners, residents and external providers.
  • Manage significant budgets and provide leadership to a large multidisciplinary workforce.

About You

We are looking for a senior leader with substantial executive-level experience in a large, complex organisation. You will bring strong commercial, strategic and operational leadership skills, alongside a proven track record in property, asset management, place management, contract management and service transformation.

You will have:

  • Degree-level education or equivalent experience.
  • A recognised professional qualification, such as RICS, RIBA or equivalent.
  • Significant senior leadership experience in a large organisation.
  • Strong experience in property, asset management, housing, public realm or place-based services.
  • A track record of delivering transformational change and improved service outcomes.
  • Experience managing large contracts, SLAs and commissioned services.
  • Strong financial, commercial and business planning capability.
  • Experience leading large teams and embedding new ways of working.
  • Excellent stakeholder management and communication skills.
  • The ability to operate effectively in a political or highly scrutinised environment.
