We are seeking an experienced Head of Capital Delivery & Assets to lead strategic asset management, capital investment planning, and the optimisation of a diverse property portfolio. This is a senior leadership position responsible for developing and delivering long-term asset strategies, ensuring regulatory compliance, and driving value across all operational, commercial, and residential assets.
The role oversees multiple specialist teams, major works programmes, lifecycle planning, and strategic investment decisions, with accountability for data accuracy, financial performance, and service excellence.
Key Responsibilities- Strategic Asset Leadership
- Develop and lead an “intelligent client” function that delivers best-in-class asset management, capital programme performance, and cyclical maintenance.
- Create and maintain lifecycle asset management plans, incorporating works packaging, cost modelling, and investment analysis.
- Shape a rolling 5-year capital investment programme aligned to organisational priorities and available budgets.
- Capital Programme & Delivery
- Oversee planning and execution of capital projects, including major works, planned maintenance, and infrastructure improvements.
- Lead procurement strategies that ensure value for money and efficient programme delivery.
- Commission consultants, contractors, and delivery partners for surveys, project management, and priority works.
- Ensure all work is delivered to time, cost, quality, and regulatory standards, including Decent Homes and safety compliance.
- Asset Data, Compliance & Governance
- Maintain a single, accurate view of all asset-related data, including condition, stock profile, energy performance, and decarbonisation records.
- Ensure compliance with all relevant legislation, standards, and regulatory expectations.
- Lead performance reporting, governance structures, risk management, and KPI monitoring across the Asset Service.
- Sustainability & Decarbonisation
- Work with environmental and carbon teams to deliver decarbonisation initiatives and energy efficiency improvements.
- Support net-zero strategies, including funding applications, carbon assessments, and long-term sustainability planning.
- Leadership & Stakeholder Management
- Build and lead a high-performing, multi-disciplinary team delivering strategic asset services.
- Influence, negotiate, and collaborate with internal stakeholders, external partners, consultants, and community groups.
- Provide expert advice to senior leaders and contribute to organisation-wide programmes and projects.
- Drive organisational change, service innovation, and continuous improvement.
- Financial & Operational Management
- Manage significant budgets with strong cost planning, forecasting, and financial controls.
- Ensure programmes across commercial, corporate, and housing assets are accurately planned and budgeted.
- Lead on resource allocation, contract management, and service commissioning.
- Degree-level education and professional membership (e.g., RICS, RIBA, CIOB, CIH) or equivalent experience.
- Extensive experience in strategic asset management, capital delivery, or property leadership roles.
- Proven record of designing, managing, and delivering asset management strategies.
- Strong understanding of asset performance, lifecycle planning, stock investment, and housing/building compliance.
- Demonstrable ability to lead complex programmes across diverse asset types.
- Exceptional stakeholder management, negotiation, and communication skills.
- Experience managing large budgets and delivering value for money.
- Ability to lead teams, drive cultural change, and deliver high-quality services.
- Comfortable working flexibly, including occasional evening or out-of-hours commitments.
