We are supporting a large, complex local authority with the appointment of an experienced Interim Head of Talent & Resourcing. This is a senior leadership position within the HR and Organisational Development leadership team, with responsibility for shaping and delivering the organisation’s talent acquisition, workforce planning and resourcing strategy.

The successful candidate will provide both strategic direction and hands-on leadership, helping to strengthen the recruitment service, improve workforce planning and reduce reliance on agency workers.

Key responsibilities will include:
  • Leading the organisation’s recruitment, talent and succession-planning agenda
  • Developing workforce plans, talent pipelines and retention initiatives
  • Leading executive and specialist hard-to-fill recruitment campaigns
  • Delivering an inclusive, values-based recruitment approach
  • Strengthening employer branding and candidate attraction strategies
  • Overseeing recruitment systems, processes and redeployment activity
  • Using workforce data and insight to improve recruitment performance
  • Leading agency-to-permanent and agency-reduction initiatives
  • Providing leadership and development to the existing resourcing team
  • Acting as the organisation’s subject-matter expert for talent and resourcing
  • Representing the organisation within relevant public-sector recruitment networks

Significant senior-level experience leading talent acquisition, recruitment or resourcing services within a large and complex organisation is required. Extensive expertise across talent management, workforce planning, succession planning and recruitment strategy is essential. Strong experience of recruiting into high-volume, specialist and hard-to-fill service areas is also necessary.

Experience developing and delivering inclusive recruitment strategies, strong leadership, stakeholder-management and partnership-working capabilities, as well as excellent analytical skills and the ability to use workforce data to inform decisions are important. A degree-level qualification and/or substantial equivalent professional experience is expected.

This role would suit an Assistant Director-calibre resourcing leader who can quickly assess the current service, provide credible strategic leadership and deliver meaningful operational improvements.
