Overview
We are seeking an experienced Interim Project Manager to support the ongoing transformation of a large Street Cleansing operation. This is a hands-on delivery role focused on implementing operational change, supporting a new Target Operating Model (TOM), and driving improvements across people, processes, vehicles, plant, machinery and service delivery. Working closely with senior leadership, the successful candidate will play a key role in ensuring the smooth transition of the service while delivering a range of tactical projects that will have a long-term impact on how the Street Cleansing function operates. This is not a traditional Project Manager position. We require an individual who can roll their sleeves up, work alongside operational teams, influence stakeholders at all levels, and drive projects through to completion.
Key Responsibilities
- Lead and deliver operationally focused transformation projects within the Street Cleansing service.
- Support the implementation of a new Target Operating Model.
- Work closely with management teams and frontline operatives to ensure projects are practical, achievable and successfully embedded.
- Identify risks, challenges and opportunities across the service and develop solutions to support continuous improvement.
- Coordinate multiple workstreams and ensure projects are delivered to agreed timescales.
- Engage and influence stakeholders across the organisation to achieve desired outcomes.
- Analyse operational data and produce reports to support decision-making.
Example Project Areas
- Resourcing reviews and management structure redesign.
- Recruitment and organisational change activities.
- Procurement and tender exercises.
- Service transformation initiatives.
- Event planning and operational coordination.
- Data analysis, reporting and performance improvement.
- Learning and Development strategy and implementation.
- Fleet, plant and machinery transition projects.
Candidate Requirements
Essential
- Previous experience working within a Street Cleansing, Environmental Services, Waste Management or similar operational environment.
- Strong project delivery experience with a proven track record of implementing operational change.
- Ability to engage effectively with both senior stakeholders and frontline teams.
- Highly organised with strong planning and prioritisation skills.
- Experience managing multiple projects and delivering to tight deadlines.
- Strong analytical and problem-solving capabilities.
- Excellent communication and stakeholder management skills.
Alternative Backgrounds Considered
- Candidates without direct Street Cleansing experience may be considered if they can demonstrate:
- Strong operational transformation or consulting experience.
- The ability to quickly understand complex operational environments.
- A hands-on approach to project delivery rather than purely advisory or consultancy-based work.
- Experience influencing teams, embedding change and driving practical outcomes within frontline operational services.
Why This Role?
This is an opportunity to play a significant role in shaping the future of a major public service operation. The projects delivered during this transformation will influence how the Street Cleansing function operates for many years to come, making this a highly visible and impactful assignment.
