Serves as the supervisor of the Receiving and Special Material Warehousing functions. Acts as the technical expert in safe, compliant, and efficient storage and warehousing methods. Supervises government personnel and provides oversight to contracted personnel who initiate, complete, verify, and process material and documentation associated with the storage, distribution, and movement of hazardous material. Compiles statistical data from research of records and databases for scheduled and periodic reports. Performs extensive research to identify and resolve receiving, packing, packaging, storage, issue, or documentation issues related to hazardous materials and initiates/participates in process improvement events.

Qualifications:
Specialized Experience: One year of specialized experience directly related to the position, meeting GS-11 requirements or equivalent. Examples include:
- Experience with distribution processes involving receipt, staging, and processing of hazardous materials for shipment.
- Analyzing and measuring the effectiveness, efficiency, and productivity of hazardous material shipping operations.
- Developing procedures, correcting deficiencies, and making recommendations to improve hazardous material shipping processes.
Education Substitution: Education from an accredited institution demonstrating relevant knowledge, skills, and abilities. Ph.D. or equivalent, or LL.M. may qualify in lieu of experience. Combination of education and experience potentially acceptable if total qualifications reach 100% of the required level for grade GS-11.
Physical Demands: Work requires some physical exertion such as long periods of standing on concrete, walking over uneven surfaces, and working in a warehouse environment without heating or air conditioning. Lifting up to 25 pounds, bending, stooping, and using material handling equipment may be required.
Work Environment: Duties are performed in an office environment and a warehouse industrial area with moderate risks and discomforts requiring safety precautions. Exposure to moving parts, machinery, adverse weather, variable lighting, and noise is expected. Personal protective equipment such as a mask, safety shoes, hearing protection, and/or gloves may be required.
