We are seeking a Management Analyst to support the Commercial Purchase Card Program and Commercial Payment Program at DLA Maritime Norfolk.
Duties:
- Serves as the Agency Program Coordinator (APC) for DLA Maritime Norfolk in managing, planning, coordinating and executing the Commercial Purchase Card Program and Commercial Payment Program at the NNSY.
- Develops, implements and administers the training plan for Purchase Card Program participants (both Cardholder and Approving Official) in accordance with existing policies.
- Prepares detailed plans and performs work measurement, methods and procedures, benchmarking, and other studies of substantive work processes and functions.
- Evaluates and documents Directorate operations, processes, and procedures, and recommends improvements.
- Reports on DLA requirement compliance, proposes and justifies or explains recommended changes or improvements to the team lead and/or management.
- Gathers, interprets, analyzes and correlates large amounts of narrative and statistical information about contracting workload and productivity, costs, resource requirements, etc.
- Maintains audit evidence of receipt and acceptance, detailed financial bookkeeping, and tracking to ensure proper Audit Readiness.

- Must be a U.S. citizen.
- Tour of Duty: Set Schedule - Mon-Fri (0720-1550).
- Security Requirements: Non-Critical Sensitive w/ Confidential Access.
- Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
- Fair Labor Standards Act (FLSA): Non-Exempt.

Qualifications:
To qualify for a Management Analyst, your resume and supporting documentation must support:
- Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position. For GS‑09 level, equivalent to GS‑07; for GS‑11 level, equivalent to GS‑09.
- GS‑09: Conducted management studies. Identified resources required to support various levels of program operations. Experience with Microsoft Access or comparable database software/architecture. Researched and/or investigated new or improved business and management practices.
- GS‑11: Coordinated with supervisors in developing proposed local policies and standard operating procedures. Evaluated emergency operations procedures used in the execution of actual and exercise operations and made changes or recommendations where necessary. Monitored and oversaw the operation and implementation of employee training and development programs. Interpreted, implemented, and reviewed directives issued by higher echelons and ensured uniformity in policies throughout the various programs.
Education Substitution:
- At the GS‑09: a master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree (LL.B. or J.D., if related).
- At the GS‑11: a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher-level graduate education leading to such a degree (LL.M., if related).
