We're seeking an experienced Pre-Construction Manager to lead pre-construction activities across a long-term portfolio of works within Devonport Dockyard, Plymouth. This is a permanent role offering long-term stability, with work secured through 2031 and beyond across multiple Dockyard contracts.
You will play a key role in shaping projects from early engagement through to handover to delivery teams, ensuring schemes are fully planned, costed and de-risked before construction.
Key Responsibilities
- Lead all pre-construction activities across Dockyard contracts
- Manage early-stage planning, scope definition and buildability reviews
- Coordinate design development, technical submissions and value engineering
- Prepare and manage programmes, cost plans and risk registers
- Lead tendering and procurement strategies for subcontractors and suppliers
- Support bid submissions, pricing and commercial reviews
- Work closely with Contracts Managers, Engineers and Quantity Surveyors to ensure smooth project handover
- Liaise with client representatives and Dockyard stakeholders during pre-construction phases
- Ensure compliance with Dockyard, defence and statutory requirements
Requirements
- Proven experience in a Pre-Construction Manager or Senior Project / Commercial role
- Strong understanding of construction planning, cost control and procurement
- Experience working within defence, Dockyard, marine, nuclear or regulated environments is highly desirable
- Ability to manage multiple workstreams and deadlines
- Strong coordination, communication and leadership skills
- Ability to work on-site in Plymouth as required
- Security clearance, or the ability to obtain it is required
