Interim Director of Housing Property & Investment

Bristol (Hybrid – 2 days per week on site) 12-Month Interim Contract £850- 1,350 per day (Umbrella)

An exciting opportunity has arisen for an exceptional senior leader to join a major local authority as Interim Director of Housing Property & Investment.

This is a high-profile leadership role responsible for shaping and delivering the council's housing property, asset management and capital investment strategy, ensuring residents live in safe, compliant, high-quality and energy-efficient homes.

Reporting to the Executive Director of Housing, you will provide strategic leadership across a significant portfolio including repairs and maintenance, planned investment, building safety, compliance, mechanical and electrical services, housing delivery and asset management.

You will lead the delivery of a substantial Housing Revenue Account (HRA) capital programme while driving service transformation, regulatory compliance and resident satisfaction.

This is a critical appointment requiring an experienced executive capable of operating in a complex political and regulatory environment, leading multidisciplinary teams and working collaboratively with elected members, partners, contractors and senior stakeholders.

Key Responsibilities

  • Provide strategic leadership for housing property, asset management and investment services.
  • Lead the delivery of large-scale capital investment programmes aligned to the HRA Business Plan.
  • Ensure full compliance with all statutory housing, building safety and landlord responsibilities.
  • Oversee repairs, planned maintenance, compliance, mechanical and electrical services, and building safety programmes.
  • Drive asset optimisation using data-led decision making and whole-life asset management principles.
  • Lead service improvement, modernisation and digital transformation across housing property services.
  • Ensure excellent financial stewardship of significant revenue and capital budgets.
  • Build strong partnerships with developers, contractors, regulators and key stakeholders.
  • Champion resident engagement, ensuring customer feedback informs service delivery and continuous improvement.
  • Develop and inspire high-performing teams while embedding a culture of accountability, innovation and collaboration.

About You

We are seeking an accomplished senior housing professional with

  • Significant experience operating at Director or senior executive level within housing property, asset management, investment or development.
  • Extensive knowledge of housing, construction, building safety, compliance and health & safety legislation.
  • Proven experience leading landlord compliance programmes, capital investment and building safety within occupied housing stock.
  • Strong financial leadership, including HRA capital planning, business cases and budget management.
  • A track record of delivering complex transformation programmes and major capital projects.
  • Exceptional leadership skills with experience building and leading high-performing multidisciplinary teams.
  • Strong commercial awareness with experience managing contractors, strategic partnerships and client-side delivery.
  • Excellent stakeholder management skills, with the credibility to engage elected members, executive leadership, residents and regulators.
  • A data-driven approach to performance, asset management and strategic decision making.
  • Degree-level qualification (or equivalent experience) together with relevant professional qualifications or evidence of continued professional development.
