Overview

Our client is seeking a Practice and Policy Lead – Climate Resilience to play a pivotal role within an innovative, multi-partner programme focused on strengthening climate resilience and emergency preparedness across the UK. This high-impact position sits within a collaborative programme funded through a significant long-term climate action initiative and brings together organisations working across equality, community resilience, emergency response, and social justice sectors. The successful candidate will act as a bridge between statutory resilience bodies, voluntary sector organisations, and equality-focused groups, helping to influence policy and practice at both local and national levels. This role offers a unique opportunity to shape how emergency preparedness and climate resilience frameworks better serve communities disproportionately affected by climate change. The ideal candidate will combine expertise in emergency planning, resilience, policy development, and stakeholder engagement with a strong commitment to rights-based and inclusive approaches.

Responsibilities

  • Policy Development & Influence
    • Lead policy development activities relating to climate resilience and emergency preparedness.
    • Influence policy and practice at local, regional, and national levels.
    • Develop evidence-based recommendations to improve resilience systems and emergency response frameworks.
    • Monitor emerging policy developments and identify opportunities for strategic engagement.
  • Stakeholder Engagement & Partnership Working
    • Build effective relationships across statutory agencies, voluntary sector organisations, community groups, and equality-focused networks.
    • Act as a key liaison between resilience practitioners and underrepresented communities.
    • Facilitate collaborative approaches to improving climate resilience outcomes.
    • Represent the programme at meetings, events, working groups, and sector forums.
    • Support the successful delivery of a multi-partner climate resilience programme.
    • Contribute to programme planning, implementation, monitoring, and evaluation activities.
    • Ensure programme objectives are delivered in line with agreed outcomes and funding requirements.
    • Share learning, best practice, and evidence across partner organisations.

Requirements

  • Strong knowledge of emergency preparedness, resilience planning, emergency response, or related policy areas.
  • Experience influencing policy, practice, or systems change.
  • Understanding of statutory and voluntary sector resilience structures and partnerships.
  • Experience building and managing relationships with a wide range of stakeholders.
  • Ability to communicate complex information clearly and persuasively.
  • Experience facilitating collaboration across multiple organisations or sectors.
  • Strong analytical, research, and problem-solving skills.
  • Commitment to equality, inclusion, human rights, and social justice principles.
  • Ability to work independently while contributing effectively within partnership environments.
  • Experience working within climate resilience, climate adaptation, environmental policy, or emergency management.
  • Knowledge of equality and human rights frameworks.
  • Experience managing or contributing to externally funded programmes.
  • Understanding of community engagement and co-production approaches.
