Job Duties
The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts. Three Rivers Health District serves the Northern Neck and Middle Peninsula region which includes the counties of: Richmond, Westmoreland, Northumberland, Lancaster, Essex, Middlesex, Mathews, Gloucester, King & Queen and King William.
This is a restricted position, which is solely funded by the Public Health Emergency Preparedness Grant, funded through June 30, 2030. Continued employment is contingent on the continued availability of funds.
Duties Consist of:
Volunteer Management
• Manages volunteer information in the Virginia Volunteer Health System (VVHS)
• Maintains hard copy files in a locked cabinet according to data protection policy
• Processes and documents BI results in VVHS and consult with leadership and according with VDH BI policy
• Deploys appropriate types of qualified volunteers in requested timeframe to daily public health activities and emergencies
• Manages volunteer requests and approvals
• Documents deployments and conducts demobilization assessments
• Identifies and refers volunteers needing post deployment mental or physical healthcare
• Implements strategies to recognize volunteers for training completion and activity participation
Community Planning
• In coordination with district leadership and community partners, determines appropriate role and need for volunteers in planned community events
• Coordinates and facilitates the MRC Advisory Board, whose purpose is to provide strategic direction and leadership for the MRC unit, by scheduling meetings, developing agendas and recruiting new members
• Represents the MRC at local and regional planning and coalition meetings to include but not limited to: local emergency planning committees (health, sheltering and volunteers), Volunteer Organizations Active in Disasters (VOAD), regional healthcare coalitions, Citizen Corps and hospital emergency management committees
Volunteer Training
• Coordinates MRC volunteer training with Public Health Emergency Coordinator and staff in Office of Risk Communication and Education
• Identifies appropriate roles for MRC volunteers in exercises
• Maintains training and exercise calendar
• Coordinates classes in life support, emergency preparedness and public health
• Coordinates and delivers in-person and online orientation sessions
Unit Development & Administration
• Maintains and updates MRC unit documents for operations and management, recruitment, screening, identification and volunteer orientation
• Provides updates to district leadership and partners on MRC volunteer capabilities and response plans a minimum of twice a year
• In coordination with Office of Emergency Preparedness and local business managers, develops and tracks a MRC budget
• Participates in state and regional MRC Coordination and Public Health Emergency Preparedness meetings
Volunteer Communication
• Communicates deployment expectations clearly to volunteers in a timely manner
• Conducts monthly alert communication exercises
• Sends alert messages to volunteers regarding training, community events, deployments and emergency response

Minimum Qualifications
• Experience in coordinating and managing volunteers and community services
• Demonstrated leadership ability
• Strong interpersonal, communication, and presentation/public speaking skills
• Experience and ability to provide training to others
• Experience in establishing and maintaining effective working relationships with a
diverse constituency
• Knowledge and experience in use of computers and computer applications; skilled in
Internet, email and Microsoft Office

Prior public health and/or outreach experience preferred
