Property Manager – Devon & Somerset Fire & Rescue Service
We are recruiting two permanent, full‑time Property Managers (37 hours per week) at the Service Headquarters in Exeter. The roles offer a starting salary of £48,266, rising to £51,356, with a £5,000 market supplement for chartered members of RICS, RIBA or CIOB.
Overview
As a Property Manager you will work with the Senior Property Manager and Head of Estates to maintain and improve the Authority’s property stock. You will prepare and manage revenue and capital projects, ensuring compliance with legislation and statutory duties.
Key Responsibilities
- Implement the annual capital and revenue budget programme.
- Consult stakeholders, develop cost plans and obtain planning and building regulation approvals.
- Prepare specifications, tender documentation and evaluate tenders.
- Lead projects from concept to completion, coordinating consultants and contractors.
- Conduct end‑of‑project analysis and handover to end users.
- Liaise on property matters with senior management, authorities, partners and stakeholders.
- Handle estate management matters including boundary disputes, rights of light, dilapidations and party wall matters.
- Prepare cost estimates, project briefs, programmes and risk registers.
- Coordinate supplier selection, monitor contractor performance and produce progress reports.
- Perform contract administration, including payment validation and certificate issuance.
- Ensure compliance with CDM, Building Safety Act and other regulations.
- Conduct inspections and surveys (structural, asbestos, pre‑acquisition). Use specialist software competently.

Essential Criteria
- Proven ability to prioritise, progress and manage building projects.
- Budget and cost‑management experience with cost plans.
- Excellent knowledge of JCT, NEC3 and NBS contracts.
- Experience managing major and minor construction projects with full contract administration.
- Experience of specifications, tender documentation and contract administration.
- Good knowledge of procurement processes and contract selection.
