Job summary
South West Provider Collaborative is hosted by Devon Partnership NHS Trust, who act as a leading provider for the organisation. We currently commission specialised mental health and learning disability and autism services valuing c£150m.
This is a unique opportunity to experience a senior leadership role within the commissioning division on a secondment, or fixed term contract basis until 1st July 2025. The post is being advertised due to a recent temporary change within the team. Reporting directly to the Assistant Director, Strategic Planning, the post holder will take direction from both the Assistant Director, Strategic Planning and the Deputy Programme Director, in order to deliver projects within the programme of work across the South West of England. The post holder will work closely with other colleagues, including the Heads of Service, Head of Governance, Assistant Director of Finance and the Head of Contracts and Quality to support the delivery of internal and external programmes ensuring they run to time and fulfil their programme objectives.

This is a senior leadership role within the commissioning division, reporting directly to the Assistant Director, Strategic Planning. The post holder will take direction from both the Assistant Director, Strategic Planning and the Deputy Programme Director, in order to deliver projects within the programme of work across the South West of England. The post holder will work closely with other colleagues, including the Heads of Service, Head of Governance, Assistant Director of Finance and the Head of Contracts and Quality to support the delivery of internal and external programmes ensuring they run to time and fulfil their programme objectives.
Programmes will include leading on areas such as due diligence, to ensure feasibility and deliverability and key aspects of the Provider Collaborative application process (if appropriate), leading to programme initiation and mobilisation. Supporting the successful delivery of programmes and leading on key aspects of delivery, this role plays a key part in the organisation’s success in commissioning great services that will make a positive difference to the lives of the people we serve.
This position is also the Senior Responsible Officer for the organisations Patient Flow System. Working with the Patient Flow Co-ordinator, you will ensure that the system remains fit for purpose, delivers for our risk share partners and remains functional and secure.
This is a transformational role, working with a high degree of autonomy, at-pace, and at-scale, and requires a creative mind-set, excellent leadership skills, and an application of whole systems working.
Duties and Responsibilities
The post holder will be responsible for
- Lead projects to ensure successful outcomes are achieved for the South West Provider Collaboratives application to NHS England/Improvement those services that will can be delegated to Provider Collaboratives. Provide and enhance the project management methodology, for the South West Provider Collaborative to achieve the above-mentioned outcomes, and to apply to other projects and programmes.
- Oversee, lead or support on distinct projects and/or programmes, as identified by the Assistant Director, Strategic Planning.
- Act as the Senior Responsible Officer for the South West Provider collaborative Patient Flow System.
- Manage and lead the organisations approach to business intelligence and performance, supporting the Provider Collaborative to articulate its progress against key KPIs and service line/organisational performance.
- Assisting in the design and delivery of business cases and annual and longer term plans, feeding into the organisational overall Annual Plan in-line with our South West Provider Collaboratives aims.
- Assisting in the delivery of assessing and refining the clinical needs-analysis, and articulating the commissioning response that feeds into commissioning plans and ambitions.
- Developing and maintaining positive key relationships across the South West, and at a regional and national level, with relevant organisations such as Provider Collaborative partner organisations, other commissioning bodies, third sector organisations, NHS England/Improvement, Local Authorities, Prison, Police, and Probation.
- Assisting in the development of improvement programmes aimed at addressing quality, performance and service issues in order to support ongoing transformation and improvement.
- In conjunction with other leads ensuring that plans that require programme support are identified and supported to a positive conclusion.

Qualifications
Essential
- Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
- Specialist knowledge in Project Management.
- Extensive knowledge of further specialist areas would also be advantageous, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience over more than one discipline (e.g., financial management; performance management and staff management) acquired over a significant period of time.
