Devon County Council is looking for a Team Leader and Abnormal Loads Officer to join our Network Operations Control Centre. This is an exciting opportunity to play a key part in a team that keeps Devon moving 24/7.
What will I be doing?
- Supervising and developing a team of Watchkeepers and casual staff, ensuring excellent service delivery around the clock – including managing the staff roster.
- Coordinating responses to highway incidents, emergencies, severe weather events and network disruptions.
- Managing the day-to-day operation of a busy CCTV control centre and ensuring compliance with relevant codes of practice.
- Overseeing the Authority's Abnormal Loads process, protecting critical infrastructure and ensuring haulier’s compliance.
- Championing the use of Intelligent Transport Systems (ITS), CCTV, weather monitoring and traffic management technology.
- Developing procedures, maintaining high-quality records and driving continuous improvement across the service.
- Acting as deputy to the NOCC Manager during incidents and emergency situations.
- Working closely with emergency services, contractors, partner agencies and media organisations.
- Manage and develop the NOCC social media channels ‘DevonAlert’.
Who are we looking for?
- Strong leadership and people management skills.
- Experience of working in a control room, operations, highways, transport, emergency response or similar environment.
- Excellent decision-making skills and the ability to remain calm under pressure.
- A passion for customer service, operational excellence and continuous improvement.
- Strong communication and stakeholder management skills.
- Flexibility to provide out-of-hours support when required.
Where is the role based?
This role is based within the Control Centre at Great Moor House, with the occasional need to travel to partner bases for emergency exercises or training purposes
Who will I be working with?
You will be part of a direct team of 9, comprising 7 Watchkeepers (including 1 BSIP Watchkeeper) and the NOCC Manager, with an additional 15 temp bank Watchkeepers on an adhoc basis. Day to day you will deal with a wide range of officers from teams across the council, county councillors, contractors, partner organisations and members of the public.
