Devon County Council is looking for an enthusiastic and motivated Highways Business Systems Coordinator (Community Mobilisation) to help grow and develop our community‑led highway and resilience initiatives.

About the Role
Communities play a vital role in helping Devon remain safe, resilient and connected.
Across the county, volunteers contribute through a range of initiatives that support local resilience, highway stewardship and community wellbeing.
As our Highways Business Systems Coordinator (Community Mobilisation), you will be the friendly face and trusted adviser helping communities understand, access and participate in these schemes.
You will guide Town and Parish Councils through onboarding processes, provide practical support and advice, coordinate training, develop communications, and help communities build confidence in delivering local improvements safely and effectively.

- What You’ll Be Doing
- Supporting Town and Parish Councils to establish and develop community mobilisation schemes.
- Acting as a key point of contact for Road Wardens, Snow Wardens and community volunteers.
- Coordinating onboarding, training and guidance for new participants.
- Building strong relationships with local councils, community groups and partner organisations.
- Helping communities identify opportunities for local improvements and self‑help initiatives.
- Developing engaging communications, guidance materials and promotional campaigns.
- Location and Travel
The role is based at Great Moor House, Exeter, with access to a network of satellite offices and highways depots across Devon.
Travel forms an important part of the role, giving you the opportunity to work directly with Town and Parish Councils, volunteers and community groups across the county.
From supporting local resilience initiatives in rural villages to helping launch new community schemes in market towns and coastal communities, you’ll have the chance to experience the diversity and beauty of Devon while making a visible difference to the people who live there.
A green future
Devon County Council declared a climate emergency in 2019.
Since then, decarbonisation has been high on the agenda when considering what we build and how we maintain it.
The role will become an advocate to our green journey, helping stakeholders understand why we work the way we do to work towards our net zero ambitions.
