About the Role
Client Financial Services provides the charging assessment and billing service for adults accessing social care across Devon County Council.
Generating over £80million annually through financial assessments, income collection and debt management, the service is essential to supporting Adult Social Care and the wider Finance & Public Value Directorate.
Asa Senior Income & Assessment Officer, you will
- Linemanage, support and guide a group of staffsupporting effective first point of contact for our service.
- Monitor staff performance against targets andassistwhere necessary in the production of monthly statistics and performance information.
- Undertakesupervision and appraisal of team members, to include all aspects of performance management, Principles & Behaviours, trainingand development.
- Maintain an awareness of financial regulations, codes of practice and other regulatory requirements or guidance.
- Ensure the application of consistent systems, process and procedures across teams and team members
- Be responsible forworkload planning for the team and team members, in accordance withtargetsestablishedby the Income & Assessment Manager.
- To deputise for the Deputy Income & Assessment Manager as and when necessary.
About You
We are looking for someone who
- Has strong interpersonal skills with the ability to motivate and support teams during service change and improvement
- Has experience working in a targetdrivenfinancial environment
- Possesses excellent communication skills, including confidence using Microsoft Teams and phone-based communication
- Brings strong attention to detail, numeracyand literacy, with a proactive, customerfocused-mindset
- Can work independently while contributing to a supportive and collaborative team culture

- What You’ll Support
- Overseeingfirst line of contact to the servicedelivered through a team of staff, delivering help and advice to individuals receiving adult social care services and their representatives.
- Monitoring ofkey administrative activities which help to ensure the prompt andaccuratebilling and collectionof social care charges.
- Overseeing financial assessment and benefit entitlement activity andmonitorthat all relevant tasks are carried out within strict deadlines to include regular reviews.
- Resolvingfinancial assessment and benefit entitlement cases which require high degree ofexpertiseand autonomy.
- Overseeingbanking activity (including direct debits) and monitoringthat all relevant tasks are carried out within strict deadlines.
- Resolvingincome collection / debt management cases which require high degree ofexpertiseand autonomy
- Monitoringand escalatingwhereappropriate seriousarrears cases, including cases referred to the County Solicitors office.
