An exciting opportunity has arisen to join Devon County Council as a Special Projects Manager within our Transport Planning team. This is a pivotal role at a time of significant change and opportunity. Devon is delivering ambitious, high‑profile transport programmes that are central to tackling climate change, supporting inclusive economic growth, and improving everyday journeys for our communities.

Recent and ongoing work includes major multi‑modal investment through Bus Service Improvement Plans, Active Travel funding, Levelling Up programmes and large‑scale transport infrastructure projects, alongside the delivery of our newly adopted Local Transport Plan.

As Special Projects Manager, you will lead and shape the development and delivery of complex, high‑value transport projects and programmes, from early strategy and business case through to consultation, delivery and monitoring. You will play a key role in shaping how transport supports wider priorities across the county, working closely with District Councils, national bodies and a wide range of partners to respond to emerging Local Plans and growth proposals.

This role goes beyond project delivery. You will provide professional leadership, representing the Council at senior‑level meetings, public inquiries and external forums, and advising elected Members and senior officers on transport policy, legislation and best practice. You will also commission and manage external consultants, and support, guide and direct colleagues to ensure successful outcomes across multiple programmes.

We are looking for someone who combines technical credibility with strong leadership and communication skills. You will be confident and thoughtful operating in politically sensitive environments, building trusted relationships, and explaining complex issues clearly to diverse audiences – from communities and stakeholders to councillors and national stakeholders.
