Deverellsmith are working with a leading developer, currently seeking a talented Technical Building Operations Surveyor to take ownership of their residential portfolio and drive industry-leading operational performance. This is a role for someone who wants accountability, influence, and the opportunity to shape how our buildings operate, from Practical Completion through to day-to-day excellence. You will be responsible for ensuring every building is compliant, safe, efficiently run, and ready for residents. You'll work closely with our Resident Experience Manager to balance operational discipline with an outstanding living experience.
Responsibilities
- Building Operations & Compliance
- Own and maintain a live compliance calendar for all statutory requirements.
- Ensure inspections, certifications, and servicing are completed on time and fully auditable.
- Lead monthly compliance reviews and address any gaps immediately.
- Oversee building condition audits and track follow-up actions.
- Maintenance Delivery
- Run the full reactive maintenance process, ensuring SLA performance.
- Build and manage PPM schedules for all assets, including lifecycle planning.
- Coordinate works with the Maintenance Operative and approved suppliers.
- Ensure all works are safe, scoped correctly, cost-controlled, and quality-checked.
- Commercial & Financial Management
- Build, manage, and forecast OPEX budgets at asset level.
- Track gross-to-net leakage and implement corrective actions.
- Provide accurate, timely reporting to support strong commercial decision-making.
- Support leasing stabilisation by aligning operational readiness to revenue goals.
- Supplier & Contract Governance
- Maintain a live supplier register including RAMS, insurance, and accreditations.
- Run quarterly supplier performance reviews and implement improvement plans.
- Lead re-tendering and contract renewal cycles.
- Ensure contractors follow site rules, H&S standards, and brand expectations.
- Insurance Governance
- Oversee operational insurance renewals in collaboration with brokers.
- Match insurance cover to asset risk and occupancy profiles.
- Manage and track claims alongside our finance team.
- Risk, Governance & Reporting
- Maintain operational risk registers and continuity plans.
- Lead incident response and post-incident follow-through.
- Produce inputs for monthly performance packs and shareholder reporting.
- Support accurate data for KPI dashboards and governance papers.
- Handover & Data Management
- Lead operational mobilisation during Practical Completion.
- Verify O&M manuals, warranties, asset registers, and compliance files.
- Maintain the Golden Thread as a live, accurate operational resource.
- Ensure excellent document control and version management.
- People & Culture
- Line manage and mentor the Maintenance Operative.
- Promote a proactive, safety-first, high-performance operational culture.
- Contribute to continuous improvement and SOP development.
About you
Essential
- Strong background in operational property management (residential preferred).
- Experience managing statutory compliance programmes.
- Knowledge of building systems, maintenance planning, and contractor control.
- Proven OPEX and budget management experience.
- Confident supplier manager with experience in SLAs and re-procurement.
- Highly organised, disciplined, and "audit-ready" at all times.
- Clear communicator with a solutions-focused mindset.
- Comfortable working across multiple buildings.
Desirable
- RICS, CIOB, IWFM, or similar property/surveying qualification.
- Experience in BTR, PRS, or mixed-use residential environments.
- Familiarity with Building Safety Act and Golden Thread requirements.
- Exposure to property technology platforms.
- Experience with ESG operational reporting.
