Oracle Fusion | Major Government Transformation
Ready to lead a payroll transformation at genuine scale?
This is an opportunity to take a senior leadership position within one of the UK's most significant government shared services transformation programmes.
A major technology and business services organisation is undertaking a complex transformation to modernise and insource back-office services across several government departments.
At the heart of the programme is the implementation of Oracle Fusion Payroll, supporting a government workforce of approximately 250,000 civil servants.
The programme is looking for a highly experienced payroll implementation specialist who can take ownership of critical payroll readiness, testing and service transition activities.
This is not a traditional payroll operations role, nor is it a generic project management position.
The successful candidate will be the senior payroll implementation authority, bringing deep expertise in payroll transformation, testing and reconciliation, alongside the confidence to challenge major System Integrators and influence senior stakeholders.
What will you be doing?
- Leading the planning, governance and delivery of Payroll Parallel Run (PPR) activities.
- Acting as the senior assurance lead for Payroll Comparison Testing (PCT).
- Reviewing and challenging testing outcomes, ensuring payroll discrepancies are investigated and resolved.
- Leading complex payroll reconciliation, variance management and defect resolution.
- Ensuring Oracle Fusion Payroll is operationally ready for Day One service delivery.
- Defining readiness measures, reconciliation frameworks and acceptance criteria.
- Providing evidence-based recommendations to senior leadership on payroll readiness and go/no-go decisions.
- Managing relationships with government stakeholders, operational teams and major technology delivery partners.
- Leading and coordinating payroll analysts and supporting delivery resources.
What experience are we looking for?
The successful candidate will bring:
- Significant experience leading large-scale payroll implementations or service transitions.
- A track record of personally leading payroll transitions involving 20,000+ employees or users.
- Oracle Fusion Payroll implementation experience, ideally including a transition from Oracle E-Business Suite.
- Strong experience in Payroll Parallel Run (PPR), Payroll Comparison Testing (PCT), reconciliation and payroll assurance.
- A deep understanding of payroll processing, statutory requirements and operational controls.
- Experience working with major System Integrators and professional services organisations.
- The confidence and credibility to challenge senior delivery partners constructively.
- Strong stakeholder management, analytical and governance capabilities.
Public sector experience is advantageous, although candidates from large, complex private sector payroll transformations will also be considered.
Why consider this opportunity?
This is a genuinely senior opportunity to influence the successful delivery of a major government transformation.
You will have ownership of a critical payroll implementation workstream, work alongside leading technology delivery partners and help shape the readiness of a new payroll service operating at significant scale.
The programme is expected to continue through to May 2029, offering a long-term opportunity to make a meaningful impact.
