An experienced Head of PMO is required to support a major transformation portfolio within a large UK local authority. The role has been created as part of a wider organisational change programme following recent political and strategic shifts within the council. The successful candidate will play a key role in establishing programme infrastructure, governance frameworks, and delivery standards across a broad and complex portfolio of projects.

Key Responsibilities

  • Support the setup and ongoing management of PMO frameworks and governance structures
  • Drive consistency across large-scale transformation programmes and projects
  • Coordinate delivery activity across multiple council service areas
  • Provide programme oversight, reporting, and stakeholder coordination
  • Help embed programme controls, processes, and delivery standards
  • Support transformation initiatives with significant digital and operational change elements
  • Work across a varied local authority portfolio including services such as libraries, parking, and wider public services

Candidate Profile

  • Strong PMO experience within large and complex local authority programmes (anything from libraries to parking to digital)
  • Comfortable setting up a complex local authority PMO
  • Previous local government or public sector programmes
  • Experience supporting enterprise-wide portfolios and organisational change
  • Strong stakeholder management and governance capabilities
  • Comfortable operating across both operational and digitally enabled programmes
  • Able to work autonomously within a fast-paced transformation environment

Contract Details

  • Contract Length: Initial 3 months
  • Working Pattern: 3 days per week minimum
  • Location: Remote OUTSIDE IR35
  • Rate negotiable
  • Start Date: ASAP / Target start date of 1st June
