An experienced Head of PMO is required to support a major transformation portfolio within a large UK local authority. The role has been created as part of a wider organisational change programme following recent political and strategic shifts within the council. The successful candidate will play a key role in establishing programme infrastructure, governance frameworks, and delivery standards across a broad and complex portfolio of projects.
Key Responsibilities
- Support the setup and ongoing management of PMO frameworks and governance structures
- Drive consistency across large-scale transformation programmes and projects
- Coordinate delivery activity across multiple council service areas
- Provide programme oversight, reporting, and stakeholder coordination
- Help embed programme controls, processes, and delivery standards
- Support transformation initiatives with significant digital and operational change elements
- Work across a varied local authority portfolio including services such as libraries, parking, and wider public services
Candidate Profile
- Strong PMO experience within large and complex local authority programmes (anything from libraries to parking to digital)
- Comfortable setting up a complex local authority PMO
- Previous local government or public sector programmes
- Experience supporting enterprise-wide portfolios and organisational change
- Strong stakeholder management and governance capabilities
- Comfortable operating across both operational and digitally enabled programmes
- Able to work autonomously within a fast-paced transformation environment
