Service Manager – Adult Social Care

Somerset Council is looking for an experienced Service Manager to join its Adult Social Care leadership team. The role focuses on managing the Learning Disabilities service across the East of Somerset, providing high quality, strengths‑based care and leading a multidisciplinary team.

  • Salary: £49,282 per year
  • Location: Somerset, England (East of the county including Mendip & South Somerset)
  • Hours: 37 hours per week
  • Leave: 30 days yearly leave entitlement

Responsibilities

  • Support professional growth across the team, building practice, confidence and decision‑making.
  • Develop and promote a strengths‑based, person‑focused strategy to support individuals, families and carers.
  • Enable teams to deliver creative, outcomes‑focused support that facilitates independence and prevents long‑term need.
  • Collaborate with health, treatment and community partners.
  • Ensure all service delivery is structured, timely, evidence‑based and compliant with organisational standards.
  • Lead and manage a multi‑disciplinary team, ensuring standards of professional practice through supervision, appraisal and support.
  • Deliver work in accordance with legal, policy and quality assurance frameworks.
  • Improve quality and consistency of practice by managing demand and flow of evaluations and reviews.
  • Own safeguarding decision‑making, chair meetings and ensure comprehensive investigations.
  • Contribute to service planning and policy creation using data and insight to promote change.
  • Provide performance enhancements that meet service plans and organisational priorities.
  • Manage money and resources for efficient and effective service delivery.
  • Drive quality assurance and performance management, taking action on any issues.
  • Handle complaints, compliments and feedback processes.
  • Build and sustain good relationships with senior leaders and partner agencies.
  • Lead on recruitment, induction, supervision and workforce development.
  • Manage staff performance, including probation, appraisal and HR processes.
  • Ensure adequate case management and record‑keeping processes are in place.
  • Promote partnership engagement among neighbourhoods, health and VCSE sector organisations.

Qualifications & Experience

  • Recognised Social Work qualification and current registration with Social Work England.
  • Minimum of 3 years post‑qualification experience.
  • Proven expertise in managing, supervising or coaching people, fostering professional development.
  • Good understanding of social care regulations, safeguarding and strengths‑based, person‑centred practice.
  • Knowledge of the social model of disability and implications for people with learning difficulties and their families.
  • Experience working with statutory, health and volunteer sector institutions to promote independence and positive outcomes.
  • Experience managing budgets, demand and service delivery within allocated resources.
  • Confidence using data and performance information to assess pressures, enhance practice and drive performance.
  • Excellent communication and interpersonal skills with ability to develop productive relationships across teams, services and partner agencies.
  • Capacity to manage competing demands, make professional choices and lead successfully in a dynamic, changing context.
  • Strong commitment to equality, diversity and anti‑discriminatory practice, providing inclusive and accessible services.
  • Able to inspire, coach and develop others, ensuring high levels of professional practice across the team.

Additional Information

Skilled Worker visa sponsorship may be offered to adequately qualified overseas Service Managers already residing in the UK. Applicants must be registered with Social Work England and reside in the UK – resettlement support is not available. A full vehicle access for work is required due to the predominantly rural nature of the service area.
